Assistant Attorney General - Division of Water Rights

The Utah Office of the Attorney General, Natural Resources Division, has an immediate opening for an attorney to represent the Utah State Engineer and the Division of Water Rights.

The position involves advising on policy, legislation, rulemaking, interagency coordination, interstate support, and litigation support. The successful candidate will assist in general stream adjudications, including resolving objections and litigation in district court.

The ideal candidate will have knowledge of western water law, familiarity with natural resources law and policy, excellent advocacy skills, experience with administrative proceedings and litigation, and the ability to work well in a team. Experience with the Utah State Engineer's Office is a plus.

Applicants with five or more years of experience are preferred. The candidate must be a member in good standing of the Utah State Bar or eligible to join within a reasonable timeframe. Background checks are required. Travel may be necessary. The position is based in Salt Lake City.

Responsibilities include:
  • Providing legal consultation, recommendations, and facilitating decisions.
  • Representing the state in litigation in courts.
  • Conducting legal research and gathering evidence.
  • Managing discovery and case preparation.
  • Drafting correspondence, reports, and legal documents.
  • Responding to questions, explaining policies, and facilitating resolutions.
  • Representing the state in lawsuits, negotiations, and complaints.
  • Drafting legal decisions, administrative rules, and legislation.
  • Traveling as required.
  • Qualifications and skills:
    • Juris Doctorate required.
    • Active Utah State Bar membership or eligibility.
    • Legal experience, including understanding of laws, rules, and procedures.
    • Strong communication, research, and analytical skills.
    • Ability to interpret laws and legal decisions.
    • Ability to work professionally with diverse groups.
    Physical and other requirements:
    • Safe office environment; physical demands are minimal.
    • Background check required.
    • Valid driver's license and ability to travel.
    Salary:

    Based on Bar admittance year, ranging from approximately $115,690 to $179,774 annually, depending on experience.
