Position Overview
The NYC Department of Design and Construction, Law Division is seeking a Staff Analyst. The selected candidate will be expected to:
Verify award funding in the City budget in consultation with DDC's Deputy Program Director, DDC's Budget Finance Office, and NYC Mayor's Office of Management and Budget (OMB).Guide funding recipients through the reimbursement process, including all stages of each project: 1) budget preparation, 2) contract registration, and 3) reimbursement.Inform funding recipients and their consultants, OMB, and relevant elected officials about the status of their NRP project(s).Assist DDC Law Attorneys with the provision of necessary information and documents to prepare legal agreements for each project.Work closely with funding recipients to collect all information and records needed to support the legal agreements for each NRP project and ensure compliance with the City's capital eligibility rules.Ensure proper submission of information and records for each stage of an NRP project, including submissions to PASSPort and other databases.Create, prepare, and maintain Excel spreadsheets and program-related databases.Respond to emails, meeting requests, and telephone inquiries.Collect and evaluate documentation submitted for project approval, contract registration, and payment requisitions.Coordinate with OMB, DDC Law Attorneys, and other relevant offices to ensure proper project progression.Perform related work as required by DDC Law and oversight bodies.Minimum Qualifications
Candidates must meet one of the following:
A master's degree from an accredited college in relevant fields or a Juris Doctor from an accredited law school.A bachelor's degree and two years of professional experience in related areas such as budget administration, accounting, economic or financial research, management, personnel, or public administration.An associate degree or 60 semester credits plus four years of relevant experience.A high school diploma or equivalent plus six years of relevant experience.A combination of education and experience, with college credits substituting for experience at a rate of 30 credits per year.Preferred Skills
Strong verbal and written communication skills, proficiency in Excel and Adobe Acrobat, interpersonal skills, flexibility, and the ability to manage multiple priorities and deadlines.
