Job Summary
The Analyst is a senior expert with extensive knowledge and experience in developing and applying analytic methodologies and principles. This role supports the framework, standards, and process guidelines for doctrine development, ensuring engagement with stakeholders across FEMA and its regional components. The Analyst leads the application of analytic techniques, helps define project objectives and strategic direction, and provides leadership and vision to client and project teams regarding methodologies. The Analyst resolves complex problems, requiring an in-depth understanding of analytic methodologies and principles. This position requires performing research and analysis that combines practical experience, theoretical understanding, and technical knowledge in emergency management, including FEMA operations and disaster assistance programs.
Specific Responsibilities
- Support the framework, standards, and process guidelines for doctrine development, ensuring stakeholder engagement across FEMA and its regional components.
- Conduct comprehensive reviews and revisions of doctrinal documents to identify gaps and coordinate the development of new materials.
- Collaborate with program offices and regional components to ensure consistency in doctrine development and alignment with existing materials and emerging concepts.
- Provide analysis, evaluation, and document development support to address current, emerging, and legacy doctrine requirements.
- Lead the application of analytic methodologies to define project objectives and strategic direction.
- Perform in-depth research and analysis on complex problems, leveraging practical experience and theoretical knowledge in emergency management and FEMA operations.
- Resolve complex issues by applying advanced analytic techniques and principles.
- Develop and present findings and recommendations to stakeholders, ensuring alignment with program objectives and FEMA's strategic goals.
- Mentor and guide project teams in the application of analytic methodologies and principles.
Requirements
Minimum Education and Experience:
- Bachelor's Degree in a relevant field is required.
- Minimum of five (5) years of relevant experience, including expertise in analytic methodologies and emergency management.
Skills and Competencies:
- Extensive knowledge and experience in applying analytic methodologies and principles.
- Strong expertise in doctrine development, including document review, gap analysis, and stakeholder engagement.
- Exceptional research and analytical skills to resolve complex problems.
- Proven ability to lead projects, define objectives, and guide strategic direction.
- Strong written and oral communication skills, with experience presenting findings to leadership and stakeholders.
- Familiarity with FEMA operations, disaster assistance programs, and emergency management practices is required.
