Job Description Job Title: Adult Probation Officer II Department Name: Adult Probation/Parole Starting Rate: Job Description (Essential Functions and Responsibilities): This is responsible, professional work supervising moderate and high-risk offenders, who are convicted by the Court. An employee in this position furnishes oversight, professional guidance, and ongoing counseling to person assigned to his/her authority. He/she consults with offenders' friends, families, and associates; employers; law enforcement and social service agencies; and other County Probation professionals, pursuant to composition and fulfillment of respective rehabilitation plans. The officer monitors offenders; by telephone; computer; and afield; and prepares regular and special reports to his/her Supervisor and/or the Court, as the latter directs. Dauphin County Adult Probation is currently accepting applications for the full time position of Adult Probation Officer II. The employee in this role is responsible for performing the following essential functions listed below:
  • Ensures that letters notifying offenders of initial appointments are posted within 10 days of offender assignment from a supervisor.
  • At initial appointment reviews with offenders his/her rules of supervision, special conditions and supervision/case plan.
  • Officers are required to obtain a home sketch within 30 days of initial office appointment and document accordingly in the Case Management System and update the Case Book Review sheet.
  • Must make victim notification within 30 days of receiving case either by notifying victim witness or by sending victim notification letter. Document accordingly in the Case Management System and update the Case Book Review sheet.
  • Monitors and enforces all rules and special conditions.
  • Verify completion of Court Reporting Network (CRN) and Alcohol Highway Safety School (AHSS) and schedule, as necessary, for DUI Offenders.
  • Collects urine samples and conducts drug tests, observing universal precautions and completes associated forms and reports, per departmental policy.
  • Conduct searches of offenders, their residences, and their property, as appropriate, and per departmental policy.
  • Documents violations accordingly and testifies before Hearing Officers and the Court to the alleged violations and provides testimony in new criminal cases.
  • Enforces payment plans are entered into CPCMS.
  • Supervises, counsels, and case manages offenders per departmental policy (ie. making the required number of contacts appropriate to offenders' level of supervision).
  • Prepares mandated reports in accordance with established procedures (e.g., Contact, Weekly Supervision & Final Disposition) and special reports, as directed by proper authority.
  • Secures Supervisor's approval prior to arrest; detention; release; transfer of case to another Probation Officer or jurisdiction; early discharge; issuance of capias; issuance of travel permit; change in supervision plan or level of supervision; change of original plan on detention report; transition to Monetary Compliance Unit. Supervisor will document accordingly per departmental policy.
  • Per departmental policy, effects timely arrests of offenders who violates the rules of supervision.
  • Safely performs arrests and transports of violators per departmental policy.
  • Establishes and maintains offender records per departmental policy.
  • Receives, reviews, and complies with new and amendments to Policy & Procedure Manual.
  • Ensures compliance with the standards, policies and procedures for Notice of Alleged Violation (NOAV) for offenders under supervision.
  • Submit change forms reflecting modifications to offenders' docket, supervision level, sentence, assigned Probation Officer, supervision fee, capias, detainer and/or other pertinent circumstances.
  • Enters case summaries reflecting either adjustments to, or dispositions of, cases whose supervision has been terminated or has been re-assigned to another Probation Officer.
  • Assists other law enforcement agencies in special operations anticipated to involve persons under probation/parole supervision.
  • Attends staff meetings, staff development programs, and professional seminars and conferences.
  • Performs related tasks as necessary.
  • Follow departmental policy and procedures regarding the ORAS Risk/Needs Assessment Tool.
  • Participates in mandatory training throughout the year; including but not limited to Firearms, Defensive Tactics and Taser.
  • OTHER DUTIES OF JOB:
  • Interacts with internal Probation Services staff, supervisor, district attorneys, defense attorneys, service providers, and other county agencies.
  • Participates in ongoing staff training and workshops.
  • Prepares for and participates in monthly employee developmental activities.
  • Participates in all scheduled staff meetings and unit meetings.
  • Performs other job-related duties as required or as directed by the Court, Director, Deputy Director or supervisory staff.
  • SUPERVISION RECEIVED:
  • Receives instruction and supervision from Director, Deputy Director, or Field Supervision Supervisor in regard to daily work duties.
  • SUPERVISION GIVEN:
  • The position is expected to supervise moderate and high-risk offenders. It is expected that this supervision will be done in accordance with probation policies, procedures, and best practices.
  • WORKING CONDITIONS:
  • Works indoors in adequate workspace, lighting, temperatures, and ventilation.
  • Works with average indoor exposure to disruptions; high degree of stress.
  • Average indoor exposure to dust/dirt in office, varies in homes of offenders.
  • Works daily with volatile and potentially hostile or aggressive offenders.
  • Travels occasionally as requested to perform essential functions of the job.
  • PHYSICAL/MENTAL CONDITIONS:
  • Must be able to complete Defensive Control Tactics Training.
  • Must be able to complete and maintain Act 158 Firearms Certification, Stress Fire, Night Shoot and other Continuing Education Training as mandated.
  • Must be able to cope with the physical and mental stress of the position.
  • Must be able to pay close attention to details and concentrate on work.
  • Must be able to mentally react quickly to disturbances or physical outbreaks.
  • Must be able to sit, walk, bend, twist, lift, and carry out all duties of the position.
  • This is a Union position. Minimum Education, Experience, and Training Requirements
  • Bachelor's Degree in criminal justice, law enforcement, public administration or related field.
  • Or, qualification in accordance with the Exceptional Person Clause.
  • WORK EXPERIENCE:
  • Experience in related field and/or internship.
  • Act 33/34 Clearances are required
  • Valid Driver's License
  • REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Must be able to speak and understand the English language and to follow oral and written instructions.
  • Must possess effective oral and written communication skills.
  • Must possess initiative and problem-solving skills.
  • Must possess the ability to function independently, have flexibility, personal integrity, and the ability to work effectively with offenders, co-workers, and others.
  • Must possess the ability to maintain confidentiality in-regard to offender information and records.
  • Must possess the technical knowledge of operating personal computers.
  • Must possess a valid Pennsylvania Driver's License and a willingness to travel as needed.
  • Must possess thorough knowledge of principles and practice of the adult probation department.
  • Must possess the ability to arrest individuals and follow departmental policy.
  • Must possess the knowledge of principles and practices of modern criminology and penology.
  • Must possess the knowledge of principles and practices of probation investigation and supervision.
  • Must possess the knowledge of applicable Rules of Court.
  • Must possess the knowledge of individual and group behavior, with special emphasis on behavior deviations of persons who have been involved in delinquent or criminal activities.
  • Must possess the ability to work to close detail, inside and afield, with irregular hours and environment.
  • Must possess the ability to exercise independent judgment within stipulated bounds.
  • Must possess the ability to establish effective work relationships with the Court, Departmental superiors, peers, and support staff; offenders, and their families, friends, and advocates; offenders' victims, and their families, friends, and advocates; social-service, educational, and law enforcement professionals; community-based associations; and other interested persons.
