Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Program Director, Independent Artist Services, within the Maryland State Arts Council (MSAC). This is a Special Appointment position, and serves at the pleasure of the Appointing Authority. This recruitment contains a supplemental questionnaire. Main Purpose of JobThe Independent Artists Services Program Director facilitates grants administration for various programs including Independent Artist Awards and the Grants for Artists program and collaborates with MSAC staff on other programs that serve independent artists.

POSITION DUTIESThis position creates, plans and executes all aspects of assigned programs, including: determining eligibility of artists and applications; managing the entire grants process; processing funding recommendations; providing technical assistance, training, and professional development to artists and grants panelists; making recommendations regarding policies and procedures in alignment with MSAC's mission; and overseeing grantee compliance with the policies and procedures set forth by the MSAC and the State of Maryland. The selected employee will possess: excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships with colleagues and constituents; excellent written and oral communication skills; the ability to work independently and with a team; skills to handle multiple, concurrent, and high priority projects; and knowledge of the trends and practices related to the work of independent artists and public funders. Experience managing project timelines, and coordinating schedules among multiple parties as well as administering grants, contracts, and/or arts programs and projects is required. Proficiency with Google Suite (Google Mail, Docs, Sheets, Slides) and/or other relevant software. Some statewide travel is required.

MINIMUM QUALIFICATIONSEducation: Graduation from an accredited high school or possession of a high school equivalency certificate.Experience: Four years of administrative staff or professional work in a professional setting. Notes:

  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in one of the following: arts discipline, art history, arts administration, design or a related field for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university in one of the above disciplines or a related field for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
  • DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s). Please Include clear and specific information on your application regarding your qualifications.

  • Four (4) years' experience in arts project management, grants administration for a grantmaking institution or organizational management.
  • Experience making presentations.
  • Experience working in the public or non-profit arts sector, providing guidance or services to independent artists.
  • Proficiency with Google Suite (Google Mail, Docs, Sheets, Slides) or other relevant software.
  • Knowledge of the trends and practices related to the work of independent artists and public funders.
  • Experience in administering grants, contracts, and or programs and projects.
  • LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
