Job Type Full-timeDescriptionHuman Resources Administrative Support Specialist Grade: 59 Salary Range: $32,105 - $55,686 Compensation commensurate with experience. General Description of DutiesThe Administrative Support Specialist provides comprehensive clerical and administrative support to the Human Resources Department, with a primary focus on HR-related functions such as claims processing, benefits coordination, personnel file management, and departmental communications. This position serves as the first point of contact for Human Resources inquiries and assists in maintaining organized records, facilitating onboarding and exit procedures, and ensuring timely and professional responses to internal and external requests.In addition to Human Resources support, the employee will perform administrative duties for the County Manager and Administration staff, delivering exemplary customer service to County departments and the public. Responsibilities include greeting visitors, responding to inquiries, providing and relaying information, performing data entry, and maintaining accurate records and documentation. The role requires a solid understanding of County services and operations, including familiarity with departmental policies and procedures, to effectively address a variety of questions and requests.Success in this position requires professionalism, discretion, strong organizational skills, and the ability to follow established procedures and guidelines within the Human Resources Department. The employee is expected to handle sensitive information with confidentiality and represent the County with courtesy and efficiency.Essential Duties and Tasks: The list of essential duties and tasks outlined below is intended to represent the core responsibilities of this classification.   • Monitors the Human Resources department inbox and phone lines; respond to inquiries and route appropriately.
  • Assists with onboarding and exit processes.
  • Coordinates retiree communications and benefit transitions.
  • Schedules and tracks exit interviews; compiles data for trend analysis.
  • Submits and track claims for Workers' Compensation, Property, and Liability.
  • Maintains and organize personnel files (electronic and paper); ensure records are complete and up to date.
  • Prepares and distributes routine Human Resources reports (e.g., new hires, separations, EEO-4, newsletters).
  • Posts job announcements and update Human Resources content on the County website and Paylocity.
  • Supports benefit enrollment periods and assist employees with basic questions.
  • Supports planning and logistics for employee events and wellness initiatives.
  • Assists with composing and distributing Human Resources newsletters and general communications.
  • Manage office supplies and inventory for the Human Resources department.
  • Assist with accounts payable functions of the department.
  • Perform other related duties as assigned.
General County Administration - Administrative Support (Secondary Duties)
  • Greeting visitors, provide general information and direct inquiries.
  • Schedules and coordinates meetings for the County Manager.
  • Prepares and proofreads memos, letters, and reports.
  • Assists the Finance and Information Technology Offices, as needed.
  • Maintains administration websites and calendars, as needed.
  • Assists the public with understanding departmental and County policies and procedures.
Knowledge, Skills, and Abilities
  • Working knowledge of standard office practices, procedures, equipment and secretarial techniques.
  • Knowledge of the organization and functions of the department and of general administrative policies and practices.
  • Ability to maintain office records and prepare accurate reports from file sources.
  • Ability to perform and organize work independently.
  • Ability to prepare effective correspondence on routine matters and to perform routine office management.
  • Ability to maintain confidentiality of personnel records and discussions.
  • Ability to establish and maintain effective working relationships with officials, department heads, employees, and the general public.
RequirementsMinimum Qualifications: High school diploma or GED, moderate experience providing administrative support and working with the public or an equivalent combination of education and experience. Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).Preferred Qualifications: Three (3) years of progressively responsible administrative support experience, preferably in a human resources or government setting.Special Requirements: Valid driver's license in the State of North Carolina. Licensed Notary Public or willing to pursue and obtain Notary Public appointment. Criminal background checks will be conducted on final candidates. Pre-employment drug test also required.
