Under supervision will be responsible for tracking and analyzing expenditure data for purchasing in the Administrative and Chargeback Programs. Prepare expenditure reports by program, allocation, and expenditure each month to the Administrative Services Manager, Resource Manager and Deputy District Director that includes itemized detail of allocation and expenditures. Responsible for purchasing supplies and other items for the District Administrative Division while monitoring and analyzing the various negotiated budgets for purchasing purposes. Communicate with vendors; prepare purchase requests, receiving records, and maintain inventory of supplies. Ensure purchasing is in compliance with Department of General Services and Caltrans procurement rules and regulations. Responsible for tracking and analyzing expenditure data for Administrative and Chargeback programs for purchase purposes. Create, manage, and monitor purchase database for tracking purposes (by branch) for spending authority purposes and to review/brief management on the status of the District current and projected balances in both programs. Assist with monitoring the District's budget and fund sources in Administrative and Chargeback programs. Review expenditure trends for possible problem areas and advise Office Chief and supervisors of potential over and under expenditures and need for allocation adjustments. Prepare and manage Administrative inventory, purchase request and future projections on a monthly basis for the Senior Management Team. Assist management in preparation of documents necessary for allocation adjustments. Hold monthly meetings with the monitored program area. Responsible for receipt of Master Payroll, Travel Expense Checks, Travel and Salary Advance Checks, Garnishment and Overtime Warrants; obtain required release authorization form Headquarters Personnel, perform the proper distribution and maintaining the District check log and obtain signatures for release of checks. Maintain the District paymaster list and update annually. Receive payments in the form of checks, provide receipts, complete daily registers, Cash Reports and deposit slips and submit to Headquarters Cashier. Coordinate issuance and return of receipt books for cash received in areas outside of the District office complex and excess land and bid sales. Responsible for managing, safe keeping, and reconciliation of Cal-Card. Responsible of keeping management informed of any issues regarding pay warrants or other types of salary questions that may arise.
