Under administrative direction, this position is responsible for the comprehensive management and oversight of the Electronic Benefit Transfer (EBT) and Electronic Fund Transfer (EFT) systems for a range of state and federally supported programs, including the Supplemental Nutrition Assistance Program (SNAP), Special Supplemental Nutrition Program (SSNAP), Women, Infants, and Children (WIC), Temporary Assistance to Needy Families (TANF), Foster Care, and Child Care.

This position manages the development of procurement documents, evaluates technical documentation for compliance with federal and state regulations, and leads the statewide implementation of EBT-related procedures and training initiatives. The incumbent will also oversee benefit delivery systems and ensure effective coordination of EBT services across all relevant state programs.

Key Responsibilities:

  • Manage the development, review, and compliance of procurement documents related to EBT/EFT systems.

  • Provide statewide oversight of EBT services implementation and benefits delivery.

  • Develop, implement, and evaluate policies and operational procedures for county offices and WIC clinic use of EBT vendor systems.

  • Ensure compliance with all federal and state regulations affecting EBT systems and program delivery.

  • Manage and monitor the EBT contract, ensuring vendor performance meets program standards and objectives.

  • Direct and supervise EBT program staff, establishing performance expectations, tracking individual achievements, and ensuring unit goals are met.

  • Lead training and support initiatives to improve knowledge and use of EBT processes statewide.

Preferred Qualifications:

  • Experience in public assistance program administration or technical system oversight.

  • Strong knowledge of federal and state regulations related to SNAP, WIC, TANF, SSNAP, Child Care, and related programs.

  • Proven ability to manage contracts and oversee vendor performance.

  • Experience leading teams and managing statewide initiatives.

  • Excellent organizational, analytical, and communication skills.
