Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Job DescriptionPURPOSE OF POSITION:Under the direction of Chief Nursing Officer and laboratory director, manage laboratory operations, work as liaison between laboratory and hospital, responsible for planning, budget, purchasing/inventory, staffing, regulatory compliance, efficient utilization of resources, organizing and evaluation of the services and ensures that goals and objectives of the department are accomplished in a timely fashion.ResponsibilitiesCompliance with laboratory standard operating procedures (SOPs), communication, including bringing problems and non-conformities to the attention of laboratory management/leadership and problem-solving capabilities, following standard precautions, laboratory safety/infection control policies, use appropriate PPE and does documentation as appropriate. Compliance with patient confidentiality/safety/privacy, HIPAA and PHI rules and regulations. Maintains standards of care, work on laboratory goals to prioritize patient safety/care, respond to inquiries courteously/accurately and timely and provide only necessary information admissible under the rules to providers and or others. Promote safe, cooperative and professional health care environment for patient/public health safety, optimal patient care, best laboratory practices, rules/regulations and demonstrates reliable/professional conduct/standards of performance and behaviors.Manages, plans, organizes and evaluates functions including but not limited to all laboratory technical and operations, supervisory review, laboratory information/other systems, Customer Service, safety, Inventory/finances and or other related Tasks. Develop laboratory goals, maintains organizational plan, helps in formulating/establishing/reviewing/updating SOP(s) for compliance, accuracy and ensures ongoing compliance monitoring required for laboratory quality management system, facilitate operation efficiencies and high employee morale.Provides effective leadership for activities necessary to ensure communication, training, competency assessment, appropriate standard operating procedures in place, staff development plans for technical, administrative and support staff and ongoing compliance monitoring with requirements under laboratory quality management system and a resource person to the department when needed for document review and compliance assessment. Must demonstrate leadership abilities and excellent communication skills.Help in developing, implementing and maintaining SOP(s) and performance standards designed to ensure efficient laboratory operation. Provides effective leadership for activities necessary to ensure communication, training, competency assessment, appropriate standard operating procedures in place, staff development plans for technical, administrative and support staff and ongoing compliance monitoring with requirements under the laboratory's quality management system. Supervises and evaluates employees, including but not limited to help in recruitment, interviewing, educating, training and competency assessment, SOP and quality control/proficiency testing review counseling and disciplinary actions, and coordinates services with other departments and physicians to deliver highest standard of care.Coordinates laboratory activities so as to improve operational efficiency, cost effectiveness, quality of patient care and maintenance of compliance coordination with applicable regulatory/accreditation agency requirement. Responsible for budgetary and new needs in Department and preparing departmental budget according to the time frames and evaluation and recommendation of laboratory equipment.Review of applicable test results based on scope of responsibilities/licensure, Proficiency testing performance management and preliminary review prior to director final review/approval, staff training/competency assessment, staff orientation to laboratory, overseeing/performance and preliminary review of test methodology performance studies only (no approval), SOPs' review (excluding new and or subsequent changes to SOPs), maintenance/quality control/calibration results review, maintaining a safe environment, training/competency assessment and other CLIA-required roles not performed by laboratory director. Responsible for morgue operations/maintenance and anatomic pathology section.Responsible for preparing external agency responses, implementation of plans of correction and coordination and development of all program activities in accordance with NYSDOH, CAP, TJC and other regulatory agencies. Responsible for and develops laboratory quality systems compliant with NYS, FDA, AABB, CAP regulations/requirements and best practices as required. Provides management oversight to laboratory auditors and audits, and Laboratory coordinating Manager and reports critical information to facility Risk/QA and others as required. Liaison with external agencies during assessment/inspection activities and completes external agency reporting as required.
