The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking a manager of Accounting Operations. This position manages all accounting operations of the Department and supervises staff under the various areas of accounting: Grants Management and Closeout, Accounts Control Operations, Cash Management, and Cash Accounts Control. The ideal candidate has in depth knowledge in the application of both Federal Uniform Guidance (2 CFR 200) and the state's Grant Accountability and Transparency Act (GATA) to the administration of state and federal grant programs. The candidate will formulate and implement agency wide accounting policies for the administration of more than 30 appropriated funds with annual expenditures in excess of $1 billion. The ideal candidate will have significant experience managing grants as both the grantee and granter. This position requires supervisory experience, with supervisory responsibility for 5 to 10 staff . We welcome interested applicants with strong leadership and accounting skills to apply.

• Formulates and implements Agency wide account policies for the administration of large annual dollar amounts of all State and Federal funds flowing through the agency by the establishment and maintenance of accurate, financial accountability as viewed by all branches of the Federal Government, State of Illinois, local governments, and all other prime sponsors/entities.
• Stays current with the applicable laws as it relates to state and federal grants and departmental grant programs, such as but not limited to, Federal Uniform Guidance (2 CFR 200), the Grant Accountability and Transparency Act (GATA), and statutory programs administered by the department present within 20 ILCS 605 and others.
• Serves as full-line supervisor.
• Establishes, directs, coordinates, and manages the department's general ledgers and cost accounting system.
• Plans, directs, and implements the programs and policy for developing a financial electronic data processing system.
• Represents the Director and CFO in meetings with other agency administrators.
• Manages and directs the reconciliation of General Ledger fund accounts on a monthly basis.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

• Requires knowledge, skill and mental development equivalent to the completion of four (4)years of college with coursework in accounting, finance, public administration or related field of study.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the field of accounting/budgeting, fiscal control in a public or business organization.

• Prefers six (6) years of progressively responsible administration in the area of accounting or budgeting.
• Prefers four (4) years of experience in administering state and/or federal grants, including responsibilities such as grant compliance, reporting, and budget management.
• Prefer four (4) years' experience supervising professional or technical staff.
• Prefers advanced experience and proficiency utilizing spreadsheets, automated accounting systems, word processing, email and cloud-based collaboration platforms.
• Prefers certification in one or more of the following: Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM) or Certified Grant Manager Specialist (CGMS).

• Requires completion of a background check and self-disclosure of criminal history.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• Requires appropriate, valid driver's license.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
