Performs varied and complex customer service as it relates to billing, collections and cashiering functions, bookkeeping and clerical work. Duties involve the application of collection procedures (bankruptcy) accounting principles and practices, understanding of sales tax and cash handling daily balance processes for utilities. Primary Functions: May include, but is not limited to, any combination of the following: Assists the public, and other City Departments with information as it relates to the utility accounts either in written or verbal responses, with the appropriate information requested, including open records Requests. Assist in maintaining complete billing and collections records and ledgers related to utility billing. Assist the Finance Department with daily balancing questions, sales tax refunds, exemptions, monthly sales tax questions, maintaining accurate sales tax exemption certificate records as mandated by the MO Department of Revenue. Receives and processes insufficient funds payments, bankruptcy accounts, write off balances, and identifies utility accounts where funds are turned over to the MO Department of Revenue as unclaimed property. Handles daily balancing of cashier's (cash balancing, check scanning, Smart Safe, external payment processing centers, Spire) and functions as an additional cashier for processing utility payments. Prepares any manual deposits as needed for daily balancing. Research missing payments, mis-applied payments, or questions concerning payments. Performs other duties as assigned. Minimum Qualifications: Knowledge of utility operating rules and regulations within three months.
