We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives.
CACI has an excellent opportunity for an experienced, self-directed, 7th Army Training Command (7ATC) Mission Partner (MP) Lead/Project Manager, Senior. This position is in support of the USAEUR Mission Partner the 7th Army Training Command, located in Grafenwoehr, Germany. This position is located OCONUS.
Responsibilities:
- Single point of contact for the 7th Army Training Command (7ATC) requirements; responsible and accountable for contractual and technical performance to achieve goals that deliver Full Operational Capability (FOC) while optimizing resources and minimizing risks
- Provides management, direction, administration, quality assurance, and leadership of IT project execution, including the engineering and service delivery of the multiple complex IT and communications systems engineering solutions for 7ATC, including support for transition-in
- Provides overall leadership and guidance for all contractor personnel, including subcontractors, assigned to the 7ATC services team, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall performance of 7ATC requirements
- Collaborates with the Mission Modernization and Innovation Team (M2IT) to tailor EMITS 2 standardized processes and procedures to meet 7ATC requirements
- Manages complex IT and communication systems projects assigned by either the PM, MP Operations Lead, or the Government, including project requirements, project charters, scope, budget, schedule, and performance in support of the USAREUR-AF EMITS 2 program
- Manages mission system services, including lifecycle management, engineering, integration, and sustainment of required systems and ensured connectivity
- Develops project planning schedule that addresses the strategy, logistics, and resources required to successfully complete IT and communication system projects
- Develops project Work Breakdown Structures (WBSs), project plans, and project schedules that identify key project milestones and provides critical path information
- Manages projects in accordance with the EMITS 2 Program Management Plan, including risk and communications management and quality management
- Develops and manages a procurement strategy that processes Requests to Initiate Purchase (RIPs) in a timely manner with required export licensing and international transportation to ensure supplies are available at the right time and right place
- Monitors, adjusts, and reports on the PP&P project portfolio performance, budget, and schedule, including interim progress reviews to the Government on an as-needed basis
- Assists with proposing, implementing, and enforcing Government policies, standards, and methodologies and is responsible for either developing or supervising the preparation of studies, reports, and acquisition documents
- Possesses and applies a comprehensive knowledge across key tasks and high-impact assignments
- Functions as a technical expert across multiple project assignment
- Supervises a team of 6 to 15 personnel
Qualifications:
Required:
- Currently hold an adjudicated Secret Clearance with the ability to maintain it
- BA/BS +8-12
- Approved DoD 8140 cyber-related certification
- Exhibits extensive experience in IT and communications systems engineering, preferably in military or government contexts.
- Demonstrates strong leadership and project management skills, capable of overseeing complex technical projects and teams.
- Possesses deep knowledge of procurement strategies, export licensing, and international transportation logistics, with proficiency in developing and managing project schedules, work breakdown structures, and critical path analyses.
- Excels in risk management, quality assurance, and adherence to government policies and standards.
- Displays expertise in lifecycle management, systems integration, and sustainment of mission-critical IT and communication systems.
- Preferred experience with military and/or government IT systems and collaboration with specialized teams.
- TESA eligible

The proposed salary range for this position is:
