Job Description

The HR Business Partner will oversee and manage the day-to-day administration of the NYC Health + Hospitals | Harlem Ambulatory Care Department including (but not limited to): recruitment and on-boarding (with partnership of Talent Acquisition), off-boarding, employment, performance management, regulatory compliance, and records management.

Under the direct supervision of a HR Director, the HR Business Partner will advise, partner, and proactively recommend solutions to Ambulatory Care leadership and management teams, as well as serve as an internal consultant in the areas of employee engagement/retention and performance management.

Summary of Duties and Responsibilities:

  • Support Ambulatory leaders on vacancy management, recruitment (in partnership with Talent Acquisition), onboarding, employee development, employee recognition, performance evaluation, workforce development, and other functions.
  • Works directly with senior executives and Ambulatory Care Managers, influence and shape organizational change.
  • Consults with and advises the Ambulatory Care leadership on HR related matters, including policies and procedures.
  • Maintains accuracy and integrity of PeopleSoft (HR system of record for employee data).
  • Participates in performance improvement initiatives.
  • Partners with senior administrative team to align System corporate goals with the Ambulatory Care business goals.
  • Provides input in human resources corporate policies and procedures, management plans and programs; and is accountable for their communication and implementation.
  • Ensures Ambulatory Care remains in compliance with all HR- related regulatory standards.
  • Works collaboratively with primary stakeholders to develop and implement best practice guidelines and protocols; maintains and shares key metrics that will be used to drive process improvements.
  • Assists in the prompt investigation and resolution of complaints.
  • Supports and validates HR related initiatives related to NYC Health + Hospitals strategic plan.
  • Performs other related confidential duties as assigned

Minimum Qualifications

1. A Baccalaureate Degree in a relevant field from an accredited college or university; and,

2. Three year experience in one or more of the following: classification and salary administration, employment and testing, training and counseling, employee relations, labor relations and personnel administration, research; or,

3. Graduation from a senior high school and five years of satisfactory experience in personnel administration, of which at least four years must have been at a responsible level of personnel administration, labor relations, employee relations; or,

4. A satisfactory equivalent combination of education, training and experience.
