Job Description :
The Executive Director provides guidance and direction to the college community regarding a wide range of matters including, but not limited to labor relations, performance management; employee training, development and engagement, staffing, retention, succession planning, policy enforcement,compliance, and workplace investigations.The Executive Director serves as the 504/ADA, Title IX and Affirmative Action Coordinator.This role requires a leader who is proactive, responsive, and deeply committed to fostering an equitableworkplace where all employees feel valued and supported.Strategic Leadership and Planning
  • Reviews, recommends, communicates and oversees the adherence of human resources policiesand procedures
  • Ensures institutional compliance with federal, state and local labor laws and regulations
  • Establishes and manages performance evaluation processes, providing feedback and guidance toemployees and supervisors
  • Collaborates with development and implementation of risk management and compliancestrategies for the institution
  • Manages, develops and implements goals, objectives and assessment efforts for assigned areaaligned with the college's Strategic Plan
  • Leverages data, analytics, and current technologies to make continuous improvements of HumanResources processes and outcomes
  • Oversees the Human Resource budget planning and implementation
Operational Management
  • Provides executive leadership for the overall direction and management of a comprehensive
  • Human Resources department including, but not limited to, labor relations, benefits administration, workforce planning, compensation, workplace safety, budget management, and other appropriate areas that may emerge
  • Fosters a collaborative relationship with bargaining unions by engaging in open communication, facilitating fair negotiations, and ensuring compliance with collective bargaining agreements to promote a positive and productive work environment
  • Fosters harmonious and effective cooperation between all units of the college community and all levels of the institution; implements initiatives to promote employee engagement and satisfaction
  • Evaluates, reviews and recommends all position requisitions, salary changes, and job offers
  • Oversees the recruitment, selection, and hiring process for all college positions
  • Oversees the full life cycle of an employee, from onboarding and early engagement to professional development, leadership pipeline cultivation, career progression, and succession planning
  • Manages and supports employee relations issues, including conflict resolution, disciplinary actions, and investigations
  • Develops and implements training programs to enhance employee skills and knowledge
  • Responsible for the HR information system, ensuring data integrity and efficient reporting
Other Key Responsibilities
  • Provides leadership and supervision to the HR team
  • Collaborates with cabinet members to ensure appropriate human resources support foreducational programs and services at all three campuses
  • Prepares agenda items and personnel actions for monthly committee meetings and Boardmeetings; serves as back-up to the cabinet liaison to the Personnel and Board DevelopmentCommittee of the Board of Trustees;
  • Works with College Counsel on employment, and other legal matters
  • Serves as the Custodian of Government Records; handles all OPRA requests
  • Performs other duties as assigned
Education:
  • Master's Degree in Human Resources, Business or related field
  • SHRM-CP or PHR Certification is preferred
Experience:
  • Experience in a higher education setting with an understanding of faculty and staff dynamics preferred
  • A minimal of five years of progressively responsible leadership in humanresources/labor relations, collective bargaining, benefits administration,classification/compensation, talent acquisition, succession planning, staff leadership anddevelopment programs; organizational development and quality and processimprovement
  • Leadership experience in a collective bargaining environment with multiple collectivebargaining agreements preferred
  • Demonstrated experience in planning and monitoring budgets
  • Possesses a strong understanding of the use of information technology to deliver, monitorand evaluate programs
  • Experience in affirmative action complaint processing and resolution preferred

  • Proficient with HR related software skills and database management
  • Possess a clear understanding of statutory and regulatory requirements affecting HumanResources, workplace safety programs including, but not limited to, Family and MedicalLeave Act, Americans with Disabilities Act, Fair Labor Standards Act, Civil Rights Actof 1964, Americans with Disabilities Act, Cleary Act, Occupational Health & Safety Actand other federal and State of New Jersey mandates.
  • Experience facilitating Title IX and 504/ADA
  • Ability to manage a high volume of work and execute accurately through establishedHuman Resources processes
  • Ability to identify and mitigate organizational risks.
  • Ability to develop and implement training for supervisors and managers on unioncontract compliance, employee rights, and conflict resolution
