Addictions Program Specialist 2

The Addictions Program Specialist 2 will assist the Bureau Director and Division with Medicaid planning and policy development, implementation, and oversight. Duties include but are not limited to the following:

  • Provide direct management and oversight of the Medicaid Managed Care Behavioral Health plan audits, including desk reviews, written reviews, onsite audits, and daily interface with State partners to support policy associated with addiction service delivery.
  • Collaborate with Regional Office on the implementation of policy, including but not limited to, development of toolkits, training materials, and technical assistance.
  • Maintain collaborative relationships with other State entities, including but not limited to, Department of Health and the Office of Mental Health.
  • Collaborate and maintain relationship with internal entities for cross division/bureau collaboration.
  • Provide direct support to the Bureau Director.
  • Identify and resolve issues between providers and managed care including monitoring billing patterns and troubleshooting reimbursement practices that are inconsistent with model managed care contract.
  • Supervise staff, including time and attendance and performance management.
  • Other relevant duties as assigned.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Contingent permanent qualifications:

  • Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
  • A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
  • A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
