Business Systems Analyst

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of an Information Technology Specialist 4, SG25, within the Digital Transformation Office, Digital Engineering Bureau, Business Transformation Section, the incumbent will have the opportunity to play a critical role in bridging the gap between business needs and technical solutions through hands-on participation in real world transformational projects that benefit NYS residents.

Specific duties include, but not limited to:

  • Act as a liaison between stakeholders to gather, analyze, and validate requirements for enhancements to business processes, policies, and information systems;
  • Conduct requirements elicitation through techniques such as interviews, surveys, focus groups, document analysis, and Joint Application Design (JAD) sessions to define current (as-is) and future (to-be) states of business processes or systems;
  • Document clear, comprehensive requirements to guide system development, including use cases, process models, data dictionaries, and wireframes;
  • Analyze and recommend solutions to improve efficiency, streamline operations, and meet organizational goals;
  • Collaborate with cross-functional teams to support system implementation, including releases and enhancements, by developing test plans, executing test scenarios, and documenting results;
  • Prepare periodic written reports to inform supervisor of status of work and to elicit guidance on changes in approach when warranted;
  • Participate in team meetings and work with users and other ITS staff to discuss and design IT solutions based on program requirements.

Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, SG-18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.

NYHELPS Minimum Qualifications:

Business Systems Analyst Trainee 1: A bachelor's or higher degree.

Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional experience as described below OR a JD or Master's degree in a related field.

Business Systems Analyst 1: A bachelor's degree and two years of professional experience as described below OR a JD or Master's degree in a related field and one year of professional experience as described below.

Qualifying experience includes: Business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); an

Employees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor's degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.

Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor's degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.

Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55-b/c program must possess a bachelor's degree to meet the education qualifications for the traineeship or possess a bachelor's degree and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page for consideration for the G-18 level.

Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $53,764 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
