Duties Description DUTIES DESCRIPTION: Duties include but are not limited to: 1. Perform analysis of multiple state grant, scholarship, and loan forgiveness programs to develop estimates and monitor agency spending and receivables through a variety of Statewide and agency specific platforms and databases. 2. Perform operational tasks and functions associated with the reconciliation of disbursements made to state universities and colleges. 3. Collect pertinent data and respond to internal and external requests for information related to college and university receivables and payables. 4. Perform periodic reviews of transactions to ensure related controls, including policies and procedures, are being followed and document such results. 5. Perform reconciliation and analysis of college and university transactions with the agency using available reports and data sets. 6. Exhibit proficiency with or the ability to quickly learn software applications, including, but not limited to, the Statewide Financial System (SFS), SAS Enterprise Guide, Microsoft Access, Microsoft Excel, and Adobe Acrobat. 7. Discussing the methodology and justification for agency receivables and payables with a variety of audiences. 8. Develop, update, and implement policies and procedures to ensure compliance with necessary laws, rules, and regulations. 9. Perform analysis of current operations pertaining to the development of new processes and operating platforms. 10. Crosstrain and collaborate with colleagues in the agency's finance office and participate on project teams and agency initiatives. 11. Supervise staff and perform a full range of supervisory duties. 12. Perform other duties as assigned. Minimum Qualifications MINIMUM QUALIFICATIONS: *For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications the various levels of the traineeship are: Administrative Analyst Trainee 1: A Bachelor's or higher degree Administrative Analyst Trainee 2: A Bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Senior Administrative Analyst: A Bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. *a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Section 70.4 Transfer to Administrative Analyst Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Analyst Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list AND possess the minimum qualifications outlined for Administrative Analyst Trainee 1.
