Overview

Chief Information Officer role at Federal Home Loan Bank of Cincinnati. The Federal Home Loan Bank of Cincinnati is a regional wholesale bank providing financial services for residential housing and economic development to 600+ member-stockholders in the FHLB System's Fifth District of Kentucky, Ohio, and Tennessee. They are one of 11 Federal Home Loan Banks nationwide, a system created by Congress in 1932 to support housing finance. The bank's dual mission is to provide ongoing access to liquidity funding for member financial institutions and continuing to support affordable housing and community investment.

What you'll be doing

Reporting to the COO, the Chief Information Officer (CIO) will join the senior executive team. You will be responsible for a group of 60+ employees, contractors, and the department's capital and operating budget. The CIO plans, develops, evaluates, aligns and communicates the IT strategy, initiatives, services, investment decisions, and delivery structures and processes in support of the Bank's strategic direction and mission. Through proactive vision and leadership, you will initiate and ensure improvement processes that impact customer satisfaction and relationships and are reflected in cost-effectiveness, service quality, and business development.

The CIO proactively assesses the Bank's IT needs and develops and oversees the execution of strategies to achieve them. This role is directly responsible and accountable for effectively managing IT operations (Software Engineering, Technical Services, and Information Security Operations) and Workplace Operations within the framework of Bank policies and procedures. You will ensure that IT & Workplace operations, policies, and procedures comply with all applicable legal and regulatory guidelines and state and federal laws.

You will be responsible for creating an integrated information technology plan to support one or more organizational strategies across all IT functions. Initiates and directs the improvement processes that impact customer satisfaction and relationships. You will actively review and improve processes and be accountable for ensuring that they are followed. You will develop the business technology and partner with human resources on workforce planning. Provides advice, guidance, encouragement and constructive feedback.

Corporate Strategy and Leadership

  • Advise the Chief Operating Officer and senior leadership team on operational and strategic factors of IT while considering the implications on the Bank's strategic and business initiatives.
  • Set the IT vision for the bank in both the short and long term and effectively communicate it to the Board, bank leaders, IT team, and employees.
  • Create an integrated information technology plan to support organizational strategies. Initiate and direct improvement processes that impact customer satisfaction and relationships.
  • Prioritize IT initiatives including evaluating, deploying and managing current and future technology across the organization, project management oversight and evaluation.
  • Participate in the development of the Bank's annual IT Strategic Business Plan and achieve business plan objectives.

Technical Leadership

  • Oversee development, implementation and maintenance of an appropriate IT & Workplace Operations organizational, operational and governance structure that supports business needs and the controls environment in a cost-effective manner. Assess and recommend improvements or re-engineering of areas of responsibility.
  • Ensure enterprise-wide compliance with applicable regulatory and industry standards (e.g., FHFA regulation, SOX) by establishing robust IT governance frameworks, overseeing audits, and collaborating with legal and risk management teams to mitigate compliance risks.
  • Lead the design and implementation of resilient IT infrastructure and disaster recovery strategies to ensure high availability, business continuity, and rapid recovery from system disruptions, aligning with uptime and performance objectives.
  • Oversee identification, prioritization, development, and enhancements of IT applications across the bank.
  • Lead large enterprise-wide IT projects and collaborate with internal departments and external vendors to remove roadblocks to project completion.
  • Oversee development and maintenance of enterprise system architecture including standards for data exchange, communication, software and interconnections for the Bank.
  • Communicate IT strategy, planning and trends across the organization. Work with staff and managers to ensure continuous, effective delivery and monitoring of IT services.
  • Oversee development and maintenance of Bank facilities architecture including ADA, safety and environmental compliance. Oversee Procurement and Vendor Risk Management programs.

Team Management

  • Provide leadership for the IT & Workplace Operations departments, including strategic plans, operating and capital budgets, and human resources to ensure key personnel and resources are in place to support Bank activities.
  • Coach team on decision-making, processes, prioritization, and IT/business unit alignment. Meet regularly with the team to monitor progress.
  • Promote strategic relationships between internal IT resources and external entities, including regulators, vendors and partner organizations.
  • Assess staff engagement and growth to ensure a pipeline of future leaders. Provide coaching to IT management and staff to improve communication and relationship building.

Ideal Candidate Qualifications and Experience

  • Bachelor's degree in Information Systems or related field; Master's degree in business administration or related post-graduate certification strongly preferred.
  • 10-15 years of progressively responsible IT management experience with leadership of an IT function and staff, preferably in a regulated industry.
  • Knowledge of business theory, processes, management, operational risk, internal control, budgeting and business office operations.
  • In-depth knowledge of technology and information security systems and best practices.
  • Experience in managing information systems architecture, design and analysis, applications and systems and programming, database management, networks, data processing operations and information security and compliance.
  • Excellent project management and prioritization skills.
  • Excellent interpersonal, influencing, written and verbal communication skills to interact with all organizational levels including the Board and regulators.
  • Ability to translate organizational goals into actionable activities and projects.
  • Knowledge of budgeting and expense control to maximize expenditures while maintaining quality standards.
  • Ability to advise on problems, define alternatives, and recommend actions. Knowledge of relevant laws and regulations governing IT responsibilities.
  • Ability to make decisions and plan action quickly; flexibility to manage multiple diverse areas of responsibility.

Additional Information

This is a hybrid work environment: three days in the Cincinnati office are required.
