Position Details

  • Title: Employment Development Manager
  • Type: Temporary / Contract (1 year)
  • Pay Rate: $34–$37/hr
  • Location: 17 Battery Place, Manhattan
  • Schedule: Monday–Friday, 9–5
  • 2 Days: Field days in the community
  • 2 days in-office meetings with clients/leadership
  • Friday: Remote workday

Occasionally volunteer outreach events on weekends (Optional)

  • Passionate about social services and workforce development
  • Experience with challenging populations (low-income, shelter, or formerly incarcerated veterans)
  • Understanding of labor market trends, innovative in initiatives
  • Strong customer service focus; prioritizes positive employment outcomes
  • Capable of developing programs, conducting interviews, job placement, resume prep, and micro job fairs
  • Comfortable in a hybrid work environment (field work + in-office)
  • Willingness to record notes in EHR (training provided)
  • Experience in workforce development or recruitment; human services experience preferred

Employment Development Manager (Temp Role)

Location: Manhattan, New York

Pay: $34-37/hour

Our client is looking for a Employment Development Manager (temp) supports veteran families by driving employment outcomes through strong employer partnerships, job matching, and job readiness coaching. This role combines business development, candidate preparation, and labor market analysis to ensure veterans secure and retain meaningful employment. Working closely with case managers, training specialists, and outreach staff, the Employment Development Manager helps participants overcome barriers, prepare for the workforce, and achieve long-term stability.

Essential Duties & Responsibilities

  • Build and maintain partnerships with employers across diverse industries to create competitive job opportunities for veterans.
  • Conduct outreach (cold calls, hiring fairs, networking) to expand and sustain job pipelines.
  • Identify employer hiring needs and offer tailored solutions, including On-the-Job Training (OJT) and other incentives.
  • Deliver presentations to employers and stakeholders on the benefits of hiring veterans.
  • Represent the program at employment events and with industry partners.
  • Conduct individualized employment assessments to identify skills, goals, and barriers.
  • Provide job readiness support, including resume development, interview preparation, and workplace coaching.
  • Match veterans to appropriate opportunities, ensuring strong placement and retention outcomes.
  • Create and monitor personalized job development plans aligned with veterans' abilities and labor market demand.
  • Collaborate with case managers, training specialists, and outreach staff to support participant success.
  • Organize and participate in job fairs, hiring events, and employer site visits.
  • Monitor labor market trends to strategically align veterans with high-demand career paths.
  • Maintain accurate and timely documentation in client databases and internal trackers.
  • Track and achieve program performance goals, including placement and retention metrics.
  • Coordinate with internal departments to ensure wraparound support for participants.
  • Stay informed on grant requirements and ensure compliance with program guidelines.
  • Support employment initiatives across the agency to increase placement outcomes.
  • Perform other duties as assigned by the Program Director or management team.

Requirements

Education & Experience

  • 5+ years of experience in job development, business development, recruitment, or employment services, with a proven track record of placing diverse candidates into competitive employment.
  • Bachelor's degree in business, marketing, human services, or a related field (or equivalent experience).
  • Strong public speaking and employer engagement skills, with the ability to present to groups, conduct outreach, and lead job readiness workshops
