HDR's Mobility and Operational Technology Services (MOTS) team is growing, and we're looking for a Tolling Consultant to help us deliver innovative solutions to tolling agencies across the country. As a Tolling Consultant, you'll work with a project team to support toll agency clients in the planning, delivery, and operation of toll facilities. This will include developing system requirements and overseeing toll system integrators as they implement and operate roadside systems, back-office systems, and customer contact centers. You'll manage projects and tasks, and be responsible for the development of scopes, schedules, and budgets as well as successful delivery of tolling-related projects. In addition, you'll assist in business development and growing HDR's tolling business through industry engagement and development of proposals.

Primary Responsibilities

In the role of Tolling Consultant, we'll count on you to:
  • Technical Delivery
    • Demonstrate growth toward becoming a nationally recognized expert in a tolling practice area.
    • Lead the development of work products such as technical documents or reports, PowerPoint presentations, Visio diagrams, and Excel models.
    • Research tolling trends, technologies, and policies to inform client strategies
    • Development of conceptual tolling approaches.
    • Conduct deep data analysis using Excel, Power BI, relational databases, and other tools
    • Monitor and analyze toll transaction data to identify discrepancies, trends, and revenue opportunities.
    • Reconcile tolling data across systems and vendors to verify accuracy and completeness
    • Analyze business processes and recommend improvements for efficiency and accuracy
    • Support quality assurance reviews and recommend enhancements
  • Task & Project Management
    • Support junior level staff in their development and growth.
    • Lead projects and manage others in the delivery of tasks with a high level of quality.
    • Manage scopes of work, schedules, cost estimates, procurement documents, contracts, and provide oversight of project tasks, deliverables, and sub-contracts.
    • Apply HDR's project management and QA/QC processes
    • Support general program management contracts for toll-related work elements including design reviews, operations, project production, and delivery.
  • Business Development
    • Lead business development efforts, including writing or reviewing proposals.
    • Identify opportunities and develop relationships with clients to secure contracts and tasks.
    • Engage with the industry through conferences, business development meetings, and demonstrating thought leadership.
  • Perform other duties as assigned.

Preferred Qualifications

  • Bachelor's degree in engineering, planning, business, data analytics, or related fields.
  • A minimum of 7 years' experience
  • Familiarity with tolling roadside systems, back-office systems, and/or customer contact center operations
  • Proficiency in Microsoft Office applications such as Excel, Word, Visio, and PowerPoint.
  • Strong background in data analysis and reporting
  • Excellent written and communication skills.
  • Ability to handle a wide variety of tasks simultaneously requiring different skill sets.
  • Ability to adapt to the needs of our clients and work outside of one's comfort zone.
  • Ability to handle complex technical tasks with a can-do approach
  • Experience working with state DOTs, toll system integrators, planning organizations, or Toll / Thruway / Turnpike Authorities.
  • Experience in business or management consulting.
  • Familiarity with tolling policies, technologies, or equipment.
  • Familiarity with data presentation and analytical tools such as Power BI, Tableau, etc.
  • Preference is given to local candidates

Required Qualifications
  • Bachelor's degree in related field
  • A minimum of 5 years related experience
  • Efficient use of the internet and other electronic and hard copy media for research
  • Strong Microsoft PowerPoint, Word, Project and Visio skills
  • Expert Microsoft Access and Excel skills
  • Strong analytical skills with the ability to compile and present summary level information
  • Ability to obtain, cleanse, merge and analyze data from multiple sources
  • Excellent interpersonal skills and strong relationship, organizational and follow-up skills
  • Self-starter with proven track record of accomplishments
