The Defense Systems Sector of Leidos is seeking a Senior Subcontracts Specialist to support our Aerospace Systems Business Area. We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, the Senior Subcontracts Specialist is responsible for activities that span the entire procurement cycle, including but not limited to negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities. Subcontracts will primarily be in support of federal programs.

PrimaryResponsibilities

  • Creates moderate to complex RFP solicitations in accordance with Government and Leidosrequirements.
  • Negotiates NDA's and Teaming Agreements
  • Evaluates supplier proposalresponses.
  • Conducts price and costanalysis.
  • Negotiates pricing and terms/conditions withsubcontractors.
  • Administers subcontracts of various types andcomplexity.
  • Maintains detailed subcontract files in accordance with CPSR requirements.
  • Identifies and resolves moderate issues and problems on assigned subcontracts and make recommendations to management.
  • Performs subcontract close-outactivities.
  • Analyze risks and identify riskmitigation.
  • Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues.
  • Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.
  • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.

BasicQualification

  • Requires a Bachelor's degree in Business Administration OR a related field with 4-8 years of prior relevant experience OR Master's degree with 2-6 years of prior relevant experience. Additional years of relevant experience will be accepted in lieu of degree.
  • Must be USCitizen.
  • Experience in subcontracting and related functions with particular emphasis on negotiation, price/cost analysis and subcontracts administration.
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
  • Proposal supportexperience.
  • Strong organizational, written, and oral communicationskills.
  • Must be able to work independently, establish priorities, and meet deadlines with minimalsupervision.
  • Ability to multi-task and work in a fast-pacedenvironment.
  • Strong working knowledge of the FAR andDFARS.
  • Proficient in Microsoft Excel andWord
  • Demonstrated ability to develop effective relationshipswith internal stakeholdersand externally with subcontractors to drive results

PreferredQualifications

  • Demonstrated ability to build internal cross functionalrelationships
  • Working experience with automated purchasing system (preferably CostPoint or Deltek oriValua)
  • Active TS/SCI Clearance
  • CPSM, CPC or CFCM, ISM, APICS, PMI PMP, or other relevant professional certification(s)

Pay Range:Pay Range $72,150.00 - $130,425.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
