Performs reconciliation of accounts; balances with the County Auditor and/or State reconciliation report; analyzes expenditures and codes for the state reports; monitors compliance with state guidelines and reporting time frames; oversees appropriation & cash balances to insure payment processing ability; authorizes purchase order requisitions and associated payment processing; monitors accounts payable utilizing Munis computer system. Gathers statistical data and completes state mandated reports (e.g., 2750, 2820, 2827); completes upload of data to Ohio Department of Job and Family Services (ODJFS). Responsible for providing technical assistance, guidance, and/or training to contract providers on invoicing/billing procedures. Works with Contract Manager to complete IV-D contract annual reviews. Process account payables, maintain appropriate ledgers and monitor appropriations and purchase order balances verifying same with Auditor's Office monthly making recommendations for transfers as needed; prepare pay-ins and issue purchase orders and/or requisitions as needed. Perform payroll related activities and prepare related reports. May perform routine and non-routine administrative support functions for Chief Financial Officer (CFO).Prepares and initiates contracts with training providers, monitors Individual Training Accounts and processes payments for training, travel, and other related expenses for program participants. Serves as contact person with ODJFS Regional Fiscal Offices. Prepares statistical reports for managerial purposes as needed. Advises Assistant Director and/or CFO on fiscal matters and problems encountered due to implementation of new programs and/or regulations. Attends training seminars, conferences, or meetings. Purchase and maintain office supplies and equipment for the Department of Job and Family Services (obtain price quotes; compile and submit orders to vendor(s); inventory and purchase general office supplies; distribute/stock supplies; etc.) Develop and maintain database tracking of purchases and expenditures; ensure compliance with procurement regulations. Maintains an inventory control system of all departmental assets as required by state and local policies. Ensures departmental inventory is kept current and available on a database. Resolve billing discrepancies and/or other supply/equipment related issues. Works alone or with other persons in short or long-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor. New and other related duties as assigned. As operational needs arise, may be required to assume additional duties of position within same classification.MINIMUM QUALIFICATIONS: High school diploma or GED equivalent and one year paid work experience in a financial or similar position; -or completion of undergraduate major core coursework in accounting, finance, or similar field of study;-or completion of two years of technical training in business management or similar field with an emphasis on accounting.Also requires the ability to perform intermediate-level mathematical operations; make independent decisions concerning financial reports; interpret and explain technical material and financial issues; independently investigate and resolve discrepancies among data; and carry out instructions by establishing facts and drawing conclusions to resolve practical everyday problems with minimal supervision. In addition, must demonstrate excellent communication, organizational, problem solving and computer skills such as applicable software applications (e.g., spreadsheets, databases, word processing), web browsing, email, electronic devices, and calculators.-or education, training and/or experience in an amount equal to the Minimum Qualifications stated above.ADDITIONAL INFORMATION: Applicants must meet the minimum qualification requirements stated above. Military education and experience may be substituted for college and vocational certificate level course work on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.
