The incumbent oversees the Administrative Services Division to include Budget & Finance, General Services, and Vital Statistics, and is a direct report of the County Health Department Director. The incumbent actively participates on the Executive Management Team and is responsible for critical decision making regarding public health issues within the organization, as well as those which impact the community. Your Specific Responsibilities: Sets local strategic direction and demonstrates participation and engagement in implementing and maintaining system to monitor division performance as informed by the strategic plan and other performance standards. Ensures Division is represented on Performance Management Council and quality teams with regular attendance and active participation by representatives. Holds routine meetings or communication with division representatives to ensure assignments are completed and objectives and measures are on track. Ensures Division participation in customer and employee satisfaction surveys, with ongoing monitoring of data and corrective action taken when needed. Demonstrates leadership in quality and staff development activities by serving as champion of quality teams, QI projects, and/or other quality efforts. Budget & Finance: Oversees Business Manager role, including budget and finance, and serves as support and back up business manager. Plans, directs and coordinates the Financial activities of the Florida Department of Health in Pinellas County. Duties include: Coordinates the preparation of the agency's annual operating budget of approximately $65,000,000, in accordance with form and content requirements of the county health department's model contract. Coordinates the preparation of the Core Contract between the Department of Health and the Pinellas County Board of County Commissioners. Assists the CHD Director in presenting this information to state and county officials as required. Monitors budget and expenditures on a continuous basis; prepares reports to state and county in accordance with contract requirements. Responsible for review and preparation of the annual County User Fee Schedule proposal to the County. Monitors the OCA balance report in FIRS and ensure balances are accurate. Ensures within 60 days of the end of Schedule C Federal OCA grant period that the OCA balance is zero. Ensures by the end of each quarter, State General Revenue and Trust Funds OCA's have no negative cash balances. Monitors the preparation of the Annual Medicaid Cost Reimbursement Report, in accordance with form and content requirements and ensures it is submitted by November 30, annually. Monitors the preparation of the Spending Plans for current and subsequent fiscal years as requested. Discusses on quarterly basis significant variances with CHD Director and implements any corrective action plan. Ensures spending plan(s) is updated in FIRS for CHD Director to review and approve as per policies and guidelines. Prepares and submits the year end Financials statements for the Agency by the due date annually, Internal Control Questionnaire by April 30, annually and any grant related reports required as per the Funder's agreement. Directs all activities relating to fee collections, cash, checks, banking, invoice processing and accountability. Directly supervises Accounts Payable department; supervises staff responsible for the processing of payments for the CHD, distribution of mail, date stamping of documents received within Finance, acts as the backup liaison between DFS and the CHD. Approves Travel advance payment requests. Acts as backup reviewer for vouchers processed when the AP supervisor is on leave. Ensures encumbrance reports are distributed to Divisions, and follows up when possible errors are identified. General Services: Supervises Purchasing department including but no limited to the planning of all major purchases, bids, physical county and state inventories, facility maintenance and improvement, equipment and supplies management in accordance with state and department requirements. Provides purchasing expertise and technical assistance in the preparation of ITNs/ITBs/RFPs by assisting Division Directors with the written specifications for all complex purchases, including vehicles, medical and laboratory services and computer maintenance. Complies with and monitors compliance (when applicable) of the mandatory requirements in section 215.422, F.S. and Chapter 3A-24 of the Florida Administrative Code. Vital Statistics: Oversees the Vital Statistics Office operation to ensure functions related to registering all Pinellas County births and deaths are properly performed. Personnel Liaisons: Oversees the Personnel Liaison Office operation to ensure functions related to in providing guidance and interpretation of DOH policies and procedures for supervisors and staff. Duties include but are not limited to the following: Recruitment, Classification, on boarding, trainings, timesheet assistance. Other Duties: Workforce Development: Assists with Recruitment and Retention by creating a plan for supplemental workforce grant dollars as well as providing strategies for on-going retention for increasing locally approved minimums, addressing hard to fill class vacancies and updating executive management monthly on results. Serves as contract manager & contract administrator as required by Section 287.057(13), Florida Statutes (F.S.), for Administrative Service Division, in Pinellas County. Attends applicable available training seminars, conferences, and courses to maintain and enhance ability to perform the above outlined responsibilities and overall financial operations. Represents the Director at meetings/conferences with state, county, private agency officials and staff as required. Assists the Director in the development of long- and short-range plans for the agency and in planning and implementing of broad administrative policies relating to the activities of the agency, assuring that policies that are developed are consistent with relevant to DOH goals and objectives. Performs other related duties as assigned. Completes training as required for position. Qualifications: • At least 5 years' experience preparing & managing $40m+ operating budgets, preparing cash flow projections. • At least five years of experience as a supervisor or manager. • At least 5 years' experience creating and monitoring service contracts and agreements. • At least 5 years' experience with Florida State procurement and purchasing policies and procedures. • Bachelor's degree in Financial Management, Business Administration or Accounting or 5 years' experience in preparing Financial statements. • Work experience in preparing and reviewing Agency wide policies and procedures • Driver's License or ability to obtain one within 30 days of hire • Access to daily, reliable transportation. Preferred- • Bachelor's degree in Financial Management, Business Administration or Accounting • More than 5 years' experience working directly in State Budgeting, procurement, accounting & recruitment systems. • Department of Health Contract Manager certification or Florida Certified Contract Manager (FCCM) certification.
