Salary: $28.50 - $31.46 Hourly Location : WI 54153, WI Job Type: Full-Time Job Number: 982025 Department: Health and Human Services Division: Public Health Opening Date: 09/09/2025 Closing Date: 9/24/2025 11:59 PM Central Description Under supervision of the Public Health Manager, advocates for strategies to improve population-level health utilizing evidence-based practices. Leads efforts to assess, develop, and coordinate plans and systems to support public health initiatives. Promotes health in the community with a primary focus on both internal and external stakeholder engagement and policy efforts. Develops and sustains a variety of community engagement projects to address emerging and existing public health priorities to address the leading causes of illness, injury, and premature death in Oconto County. Maintains a health equity and quality improvement perspective when assessing and collaborating within complex community systems. Examples of DutiesESSENTIAL DUTIES AND RESPONSIBILITIES include the following, but are not limited to: Facilitates the planning, design, and implementation of community health assessments, health improvement planning and intervention activities in partnership with community stakeholders. Advocates for strategies to address and improve upon leading causes of illness, injury and premature death in the community. Analyzes public health data and translates findings to a variety of audiences, including in depth and meaningful analysis of health disparities. Factors the social determinants of health into decision making related to prioritization of public health initiatives. Researches and implements evidence-based strategies to improve community health. Evaluates the effectiveness of program activities including outcomes measurement to demonstrate value of public health initiatives in the spirit of continuous quality improvement. Conducts assessments, asset mapping, and gap analysis activities in partnership with relevant community initiatives. Develops work plans, SMART objectives, and other planning documents to address identified community health needs. Coordinates and/or facilitates coalition meetings, public health committees and other community engagement events. Educates stakeholders on the adoption of sound public health policies. Communicates with staff, community members, partner agencies, and media as needed related to public health initiatives. Reaches and engages diverse audiences in ways that are inclusive and do not discriminate to ensure full access to programs, facilities, and educational services. Disseminates information to the public through presentations, news releases, web sites, social media, media interviews, and others as identified. Helps to implement internal workforce development and performance management efforts. Identifies funding opportunities and develops grant applications following Oconto County policies. Maintain knowledge of state statutes, administrative rules and local ordinances governing public health services. Monitors compliance with local, state, and federal standards. Prepare for and respond to public health emergencies including but not limited to natural disasters, biological and chemical terrorism and disease outbreaks. Mentor new employees and students. Participate in a program of staff development to enhance professional skills and knowledge through training and ongoing performance evaluations. Perform all other duties as assigned. Typical Qualifications Bachelor's degree in Public Health or related field such as public administration, health education, human development, psychology, nursing, education or others; and at least two (2) years of experience in Public Health or related field; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills, and abilities required for the job. Experience in community leadership and engagement to create policy, systems and environmental changes preferred. Capable of working flexible hours to meet community and program needs. Advanced computer skills and software knowledge: full MS Office Suite, graphic design (e.g. Canva and Publisher). Strong understanding of targeted, culturally appropriate information to help individuals and groups understand health promotion and disease prevention information, policies, regulations, and local code. Possess strong writing skills with understanding of content strategy. Strong understanding of scientific/technical information with the ability to simplify content for public messaging (infographics, FAQs). Demonstrates ability to effectively present data to address scientific, political, ethical, and social public health issues.
