Overview
Intake Specialist (Administrator III): DORA/Division of Civil Rights - Hybrid. This role supports the Colorado Civil Rights Division (CCRD) in Intake operations, performing interviews of potential complainants and drafting formal complaints of discrimination when appropriate, in accordance with all relevant laws and internal processes.
Hybrid Workplace Arrangement
Although this position will be designated under the departments hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.

Description Of Job
The Colorado Civil Rights Division (CCRD) enforces Colorado's anti-discrimination laws in employment, housing, and public accommodations. The Division conducts training, education, and outreach, and collaborates with federal and local agencies such as EEOC and HUD/FHEO. The Intake Unit assists potential parties with the Divisions intake process for filing formal complaints of discrimination.

Responsibilities
- Conduct interviews of potential complainants and determine jurisdiction for investigation under employment, housing, and public accommodations.
- Review intake submissions, gather information and evidence, and assess the sufficiency of claims.
- Explain the administrative process to potential parties and draft records of intake interviews.
- Make jurisdictional determinations and draft or issue letters detailing lack of jurisdiction when applicable.
- Prepare draft complaints and manage intake inquiries in CaseConnect; process information into the system.
- Provide back-up support to the DORA Welcome Center/front desk by answering inquiries and routing to appropriate staff.
- Maintain accurate records of intake statistics and submit required reports to the unit supervisor (monthly or as required).
- Utilize CaseConnect and HUD Enforcement Management System (HEMS) for dual-filed housing matters, documenting all activity and communications.
Minimum Qualifications Option 1: Experience
- Six (6) years of full-time professional work experience in:
- Gathering, interpreting, and/or analyzing evidence, data, and relevant facts in complex cases and applying laws;
- Preparing complete, accurate reports reflecting pertinent facts in a clear, concise, unbiased manner;
- Working with individuals to gather information for follow-up.
Option 2: Education and Experience
- Associates Degree from an accredited college or university in Business, Law, Criminal Justice, Public Administration, Political Science, or related field; AND
- Four (4) years of full-time professional work experience in the areas listed under Option 1.
- Bachelors Degree from an accredited college or university in the fields listed above; AND
- Two (2) years of full-time professional work experience in the areas listed under Option 1.

Substitutions
- Partial credit toward degree requirements for completed coursework; a masters or doctorate related to the work assignment can substitute for a bachelors degree.
- Professional work experience meeting the standard described may substitute for education as appropriate.
Preferred Qualifications
- Experience in a government regulatory environment or with civil rights divisions or related administrative processes.
- Experience reviewing or revising legal/quasi-legal documents, including complaints and investigative reports.
- Experience with case management databases, interagency coordination (EEOC, HUD/FHEO), and maintaining records.
- Fluency in Spanish (speaking, reading, writing) and a Juris Doctorate are noted as preferred where applicable.
