We are currently recruiting on behalf of a client based in the public sector for an experienced Program Manager – Procurement and Contracts. Our client offers a flexible work environment (9-10 hour days with every other Friday off) and an excellent benefits package.
This high-impact leadership role is responsible for overseeing the full lifecycle of procurement and contract administration, ensuring operational excellence and regulatory compliance. The Program Manager will have deep understanding of CFR, lead procurement strategy, manage complex solicitations, and maintain alignment with federal, state, and local procurement regulations and policies. The ideal candidate will bring a strong command of public sector contracting, a commitment to transparency, and a proactive approach to strategic sourcing across the organization .
Salary: $135,000-$150,000 (DOE)
PRIMARY RESPONSIBILITIES:
- Collaborates with leadership to develop and implement departmental goals, procurement policies, and procedures; supports budget preparation and ensures organized contract and service file management.
- Coordinates procurement activities across departments, advises staff on purchasing standards and timelines, and resolves complex or sensitive purchasing issues.
- Develops standardized solicitation documents and bidding processes to promote transparency and efficiency; oversees vendor sourcing, contract approvals, and compliance with federal procurement regulations.
- Promotes supplier diversity by supporting minority, women-owned, and small businesses; provides training on public sector contracting and represents the organization at outreach events and expos.
- Oversees wage compliance efforts for federally funded construction projects, including payroll reviews, worker interviews, and investigations into potential underpayments or fraud.
- Coordinates with federal and state agencies to manage wage-related inquiries, investigations, and reporting requirements, ensuring alignment with audit standards.
- Manages procurement and contracting functions to maintain compliance with applicable laws and regulations; implement internal controls to safeguard against misuse.
- Serves as the primary liaison for audit-related matters, preparing agency responses to findings and negotiating with auditors to resolve issues effectively
- Collaborates with internal teams to develop and manage solicitations, contracts, and procurement documents; ensures compliance with organizational policies and applicable regulations.
- Oversees contract administration from initiation through completion, including vendor coordination, document tracking, insurance follow-up, and resolution of disputes or complaints.
- Monitors regulatory changes, interprets federal and state guidelines, and updates procedures; accordingly, liaises with external agencies and ensures staff adherence to procurement standards.
SKILLS AND QUALIFICATIONS:
- Bachelor's degree in public administration, Business, or related field (master's preferred)
- Minimum 5 years of progressively responsible experience in procurement, contract administration, or public sector compliance
- Ability to manage a team of purchasing, contracts and compliance staff
- Strong knowledge of federal procurement regulations and policies
- Must have CFR knowledge
- Exceptional organizational, negotiation, and communication skills
- Experience with procurement software and contract tracking systems
