Overview

Chief of Staff to the Deputy Commissioner for the Department of Sustainable Delivery (DSD) at City of New York. DSD is a new division within the NYC Department of Transportation launched in 2025 to respond to app-based delivery growth and micromobility. The Chief of Staff serves as a key advisor to the Deputy Commissioner and supports the division operational and strategic development during its early phase and ongoing expansion.

Responsibilities
  • Support the Deputy Commissioner in managing day-to-day operations of the division, including priority-setting, follow-ups, and internal coordination.
  • Provide oversight and coordination of administrative support staff.
  • Help manage and coordinate interagency relationships and external stakeholder engagements.
  • Draft internal memos, briefing materials, and presentations to support strategic decision-making and high-level communications.
  • Oversee meeting preparation and follow-up for the Deputy Commissioner, including agenda development, logistics, and action tracking.
  • Support the buildout of new division functions, including staffing, organizational operating procedures, and cross-team collaboration.
  • Support hiring managers in new staff recruitment, selection, processing, and onboarding, along with staff advancement, among other duties.
Minimum Qualifications
  • A masters degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. Eighteen months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervisors must have included supervising staff performing professional work in the described areas.
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative or supervisory experience, as described above.
Preferred Skills
  • Knowledge of NYC government and transportation issues; demonstrated experience in a Chief of Staff, program manager, or senior advisory role in government, public policy, nonprofit, or mission-driven organizations.
  • Excellent leadership, organizational, and project management skills.
  • Ability to manage multiple priorities and deadlines.
  • Strong written and verbal communication skills, including the ability to draft high-quality briefing materials.
  • Proficiency with Microsoft Office or Microsoft 365 (Word, Excel, Outlook) and Adobe products (PDF).
  • Demonstrated ability in stakeholder engagement, interagency coordination, or complex team operations.
  • Comfort working in a new or rapidly evolving organization, with the ability to create structure and processes from the ground up.

Residency Requirement: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may be eligible to reside in neighboring counties. Salary: $106,602.00 – $153,362.00
