So, it is our pleasure to announce that we are currently seeking a full-time candidate for the role of Ombudsman–Entitlement Specialist Coord. (OBM-E.S.C.), to join our team!
By ICL definition, under the direct supervision of the Program Dir., an OBM–Entitlement Specialist Coord. is someone primarily responsible for ensuring each resident obtains entitlements clearance at intake by coordinating the benefit application process with Social Service Case Managers to help carry out assignments that include the processing, maintenance, etc., for homeless individuals or individuals with mental conditions (i.e., persons properly diagnosed as suffering from mental illness, alcoholism, or substance abuse).
MIN. ROLE REQUIREMENTS & PREFERENCES:
LOCATION: Brooklyn, NY 11201 + Available 5 Days min. Monday to Sunday, with options for O.T. – Shift: Days & Hours TBD
EDU/EXP: BA Degree and 2+ years of housing and entitlement services, or relevant human services exp.
degree MUST be majored and/or concentrating (min. 24 credits) in the following social and/or human service fields… social work, psychology, nursing, rehabilitation, education, occupational therapy, physical therapy, recreation/recreation therapy, counseling, sociology, community mental health, child and family studies, speech and hearing – preferably in a shelter setting
Proper attire always – this includes work pants, boots, and outer/inner-wear with the ICL company logo (provided after training)
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to stand, stoop, bend, and stretch for long periods
Ability to make reasonable and sound evaluative judgments
Ability to read and understand lease, rental, and utility agreements
Ability to effectively use computer software such as MS Word and Outlook
Ability to consistently report for work as scheduled, being on-call if needed
Ability to perform medium-to-heavy manual labor, including lifting objects weighing up to 20+ lbs
Ability to work in a setting with diverse individuals with mental illness and/or behavioral disorders
Strong problem-identification and solving skills with awareness of self and one's impact on others
Ability to work both as a team and independently, to help conform to all applicable safety and accountability measures
Strong communication, listening, interpersonal, writing, and conveying skills – bi-lingual is a plus but not mandatory
Ability to continually learn and apply knowledge with a willingness to participate in in-service training and development activities
Ability to learn, understand, and comply with all state and city regulations, policies, and procedures regarding human services
Ability to facilitate meetings and organize time effectively to accomplish all tasks in a timely way and meet deadlines without prompting

OMBUDSMAN TASKS:
Will facilitate/coordinate with Sthe ocial Service department the training for shelter residents in “Negotiating Life Skills.”
Act as an intermediary and assist the Social Services department in disputes between a client and some outside organizations, such as Social Security Administration, Human Resources Administration, and Administration for Children's Services etc.
ENTITLEMENT SPECIALIST COORD. TASKS:
COUNSELING RESIDENTS AND CLINICAL STAFF:
Provide individualized benefits advisement services to consumers, which include collecting the data, analyzing it, and making a recommendation to the individual.
Maintains regularly scheduled Entitlement counseling periods and meetings for the purpose of providing entitlement outreach and advisement to both residents and staff.
Communicates effectively and sensitively with both residents and staff and is particularly attuned to the residents' varied and changing abilities to process the often difficult and complex entitlement information.
MAINTAIN CASE RECORDS:
Maintains Entitlement client case records in a timely and accurate manner
Up-to-date filing of all incoming entitlement correspondence, inter and intra-agency documents, and info relating to the resident's entitlement case
Maintains an up-to-date and accurate written record, in the Contact Notes section of the client case record, of all Entitlement interactions with residents, and with all the entitlement systems, and inter and intra-agency contacts pertaining to the resident's entitlement case
Utilizes the Entitlement case record as an analytical tool to be able to efficiently access entitlement information when problems arise and for other purposes, e.g., statistical surveys, departmental reports, etc., and can use this resource to problem solve and to present this information for supervisory review
MAINTAIN ACCOUNTING RECORDS:
Maintain the monthly level II residence entitlements account record and any additional accounting procedures, ensuring that all the client's benefits are active and in place
Utilize the account record as an analytical oversight tool to ensure ongoing receipt of client-eligible entitlement funds and to monitor the flow of client entitlement funds
Maintain accurate and up-to-date Direct Deposit records of SSA-eligible Level II consumers, processing all necessary paperwork for opening and closing Direct Deposit on time
Maintain accurate and up-to-date monthly entitlements program account book in IMA by ensuring the timely recording of all incoming entitlement funds that finance a resident's program fees plus PNA amounts
Maintain, understand, and fully process statistical reviews, finance reports, and the additional forms and paperwork that are regularly issued:
Aging Report
Rent Arrears Report
Overpayment Report
Annual Progress Report (APR) for government-funded residential programs.
Perform other job-related tasks as assigned in an organized and detail-oriented manner…
