Deputy Director, Taconic NY Developmental Disabilities State Operations Office
The New York State Office for People with Developmental Disabilities (OPWDD) is looking for a creative, innovative leader who can execute strategic decisions to serve as Deputy Director of the Taconic NY Developmental Disabilities State Operations Office (DDSOO) in Region 4. This position serves at the pleasure of the Commissioner of OPWDD and reports directly to the Region 4 DDSOO Director. The selected candidate will serve at the executive level for the Region, providing leadership and support to a diverse workforce and overseeing supports to individuals residing in Columbia, Greene, Ulster, Dutchess, and Putnam counties. The ideal candidate for this position will share OPWDD's commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. A commitment to collaborating with all stakeholder groups as well as a commitment to a leadership strategy of Putting People First is essential. Driven by the mission, vision and values of OPWDD, the Taconic Deputy Director will collaborate with both stakeholders and partner agencies to direct an integrated program operations strategy both within the Taconic DDSOO and Region 4 as a whole. The Deputy Director will be responsible for the day-to-day operation and continuous quality improvement of community-based state operated residential, day program, and employment services in the district.
The duties of the Region 4 Taconic Deputy Director include but are not limited to:
- Coordinate and oversee all State Operated Residential and Day Program services and supports delivered within the district.
- Identify and advance regional priorities while implementing statewide policies and strategies.
- Ensure compliance with all regulatory mandates including DOH, Justice Center, DQI, OFPC, etc. and mandatory trainings for all staff.
- Liaise and respond to concerns from advocates, families, CCOs, outside agencies, the general public, and executive correspondence requests.
- Coordinate and communicate with Human Resources/Labor Relations, the Business Office, Property Supports and Emergency Services, and IT ensuring that Operations receives the support needed to function at an optimal level.
- Participate in strategic region-wide planning and advocate for allocation of adequate resources to meet strategic objectives. Meet formally on a regularly scheduled basis with high level managers to discuss, resolve and share information with the goal of achieving and maintaining certification of all sites and providing high quality of care. Set direction and expectations for subordinates and evaluate performance/effectiveness in achieving objectives.
- Communicate and implement statewide initiatives and local priorities including AOD / Communication Center, Vacancy Management, EHR, HCBS setting rules, PROMOTE, ATF, OT Checklist, and Escheduler. Set up systems and processes to break down CO guidance and draft/advance local proposals and priorities as identified in Region 4's strategic plan. Monitor dashboards and follow up with the DDPS4s and Department Heads as needed to improve compliance.
- Review AOD reports and VPCR notifications and take appropriate follow-up action. Work with DDPS4s to ensure adequate and thoughtful protections for identified incidents are put in place, the timely submission of investigations, responses to incident recommendations, and IRC follow-up. Ensure DDPS4s are collaborating with QI on POCA development with an emphasis on a high standard of quality that will be found acceptable by IMU/DQI/DOH. Monitor training compliance reports and follow up as needed to ensure mandated trainings are completed.
- Respond to phone and written inquiries in a timely manner. Provide follow-up to safeguard that issues are resolved and actions agreed upon are executed.
- Implement an ongoing system of communication to ensure that adequate supports and services are being provided to State Operations to effectively operate and best serve the individuals in the Taconic district.
