Director of Facilities Planning and Operations - Facilities Management

The CUNY School of Medicine (CUNY SoM) located in Harlem, New York, is the only medical school in the CUNY system and the only public medical school in Manhattan. Building upon 50 years of success as the Sophie Davis School of Biomedical Education, the institution transitioned to the CUNY School of Medicine (SoM) in 2016. The SoM offers an accelerated BS/MD degree (7-year program) and a Physician Assistant Master's Degree (27 months). The school emphasizes recruitment of those underrepresented in medicine and aims to train health professionals and scientists to address the healthcare needs of New York's medically under-served communities. CUNY SoM also seeks to enhance the recruitment and retention of senior leadership, faculty, and staff to reflect the diversity of the student body.

Under the supervision of the Chief Operating Officer (COO), the Director of Facilities Planning and Operations will provide direction and daily management of planning, administration and execution of facilities-related services and operations, participate in space planning and building maintenance initiatives, and set priorities for deliverables to ensure on-time implementation of project plans. In addition to the CUNY Overview, the Director of Facilities Planning and Operations will be responsible for the following:

Responsibilities
  • Consult with the COO to oversee the SoM services/facilities budget including capital budgets for facilities-related requests and projects; management of work order requests to ensure timely completion of tasks.
  • Manage various capital projects and other facilities planning and construction initiatives; oversee the development or modifications for medical education simulation, cadaver, and clinical labs.
  • Evaluate and analyze the usage and space requirements for offices, science research labs, and other areas or buildings occupied by SoM; oversee and manage space allocations and utilizations.
  • Collaborate with the School's administrators to develop, implement and monitor campus services and facilities operating policies and procedures.
  • Work with the Finance Operations Manager to administer the purchasing and processing of invoices for departments under their purview.
  • Oversee and manage the processes for shipping and receiving of mail and packages.
  • Work with Finance and related departments to manage and safeguard organization assets, including tracking purchased equipment and property, tagging, inventory control, sponsor reporting, reconciliation, equipment surplus, donations and internal reporting as required.
  • Oversee and manage facility and equipment maintenance and repair, coordinating with IT, Public Safety, engineering, outside contractors, maintenance personnel, vendors and others.
  • Oversee and manage the storage, transfer and disposal of property, medical equipment, chemical waste, and e-waste per City, State, Federal and University guidelines.
  • Manage and oversee the setup and breakdown of events, office moves and setups.
  • Identify needed purchases for the campus (technology, furniture, office supplies, cleaning products, contractor and vendor services) in collaboration with Budget and Finance Offices.
  • Serve as liaison with building management for the HVAC system and installation of electrical services.
  • Supervise the Audio-Visual staff, Broadcast Engineer, Custodial and other Facilities Staff.
  • Represent the School on University Committees, such as the Environmental, Health, Safety and Risk Management Committee.
  • Perform other related duties as assigned by the COO or designee.
Qualifications

Required:

Bachelor's degree in planning, architecture, engineering, or related field and eight (8) years' applicable experience is required.

Preferred:

  • Bachelor's or Master's Degree in operations, business administration, or a related field.
  • Experience in facilities management, medical laboratory and space planning, preferably in a higher education or medical school environment.
  • Experience managing facilities-related capital projects and construction.
  • Knowledge of CUNY and New York State asset management, procurement and other relevant regulations and guidelines.
  • Experience with space management, room scheduling and inventory/asset management software.
  • Experience serving as liaison between building occupants and facilities professionals.
  • Exceptional customer-service orientation and ability to collaborate with diverse constituencies, including faculty, staff, students, visitors, facilities and maintenance personnel and others.
  • Strong organizational skills with the ability to work in a fast-paced environment and to establish priorities, manage multiple demands and meet deadlines.
  • Excellent written and verbal communication skills.
  • Experience supervising staff.
  • Knowledge of PeopleSoft asset management and procurement modules a plus.
  • Ability to work evenings and weekends, as needed.

  • Works with Directors and Department Chairs to determine short- and long-range facilities requirements
  • Facilitates the design and renovation of classrooms and laboratories
  • Participates in long-range planning for academic department needs
  • Performs space utilization and efficiency studies, determines space needs, and prepares master plans
  • Manages space inventory databases
  • Coordinating with University resources, assists in managing major design and construction projects
  • Performs other duties as required.

Compensation and Benefits

Salary Range: $88,986 - $137,185
