Position: Volunteer Program Coordinator (Remote, Part Time) with the Colorado Department of Human Services, Office of Aging, Adult and Disability Services (OAADS) and the Office of the State Long-Term Care Ombudsman (SLTCO). This is a fully remote, part-time role (32 hours per week).

Position Description
This position is created within the Office of the State Long-Term Care Ombudsman (SLTCO) within OAADS to establish new volunteer ombudsman programs and rebuild existing volunteer ombudsman programs across Colorado. The Volunteer Program Coordinator recruits, screens, onboards and trains volunteers as certified Ombudsman representatives, ensuring alignment with state and federal statutes, regulations, policies and procedures.
Responsibilities
- Develops and implements a streamlined method to recruitment, screening, onboarding and training ombudsman volunteers for Regional Ombudsman Programs across the state.
- Creates a statewide template job description for the volunteer ombudsman position.
- Creates marketing materials and identifies sources of advertising to recruit volunteers.
- Collaborates with Regional Ombudsmen and Area Agencies on Aging on recruitment efforts and methods.
- Coordinates initial and ongoing meetings with the Regional Ombudsman to communicate recruitment progress and offer any additional support needed to the Regional Ombudsman.
- Trains all new volunteers with Office-approved certification training that meets ACL requirements.
- Ensures ombudsman training topics cover recognizing abuse and neglect as well as increasing ombudsman presence in assisted living residences.
- Increases abuse awareness through community education sessions, providing facility staff training, and educating residents and their loved ones.
- Provides training to volunteers on how to educate and empower residents to detect abuse, how to respond, and where to obtain help.
- Ability to travel throughout the state to provide in-person trainings at the direction of the State Long-Term Care Ombudsman and distribute supplies and educational materials.
- Supports the Quality Assurance Program Manager. The Volunteer Program Coordinator provides support for the Office of the SLTCO and may be assigned other duties as needed, including tabling events and distributing ombudsman educational materials.
Minimum Qualifications
- Six years of relevant experience in an occupation related to the work assigned to this position, or
- A combination of related education and relevant experience equal to six years.
Special Qualifications
This position requires LTC Ombudsman certification in Colorado upon hire, or to obtain certification within the first 90 days of employment, and the certification must be maintained throughout employment. Training provided by the Office of the State Long-Term Care Ombudsman.
Preferred Qualifications
- Bachelor's degree in Human Services
- Excellent written and interpersonal communication skills, strong organizational skills and attention to detail
- Experience coordinating a volunteer program that serves people living in long-term care facilities; experience developing policies and procedures and administering programs for vulnerable adult populations
- Knowledge of complaint investigation, resolution skills and data analysis
- Ability to work nonstandard hours and travel for meetings, as needed
- Ability to work successfully and independently in a remote or hybrid work environment, as well as on a team
- Commitment to providing services and leadership with an equity, diversity, and inclusion lens
- Proficiency in using Microsoft Office products and technology such as Zoom, printers, scanners and other applications required to perform essential functions
- Knowledge of abuse prevention and awareness
- Bilingual or multilingual
- Relevant years of state service experience
Conditions of Employment
- Standard background checks for CDHS employees including name check, ICON Colorado court database, Medicare fraud database, reference checks, professional license verification where applicable, and drug screen if required.
- Must possess a valid, unrestricted Colorado Driver's License.
- Travel across the state to local LTC ombudsman programs and facilities; state fleet vehicles may be used for travel.
- LTC Ombudsman certification upon hire or within first 90 days, and maintenance of certification.
- Conflict of interest disclosure requirements and annual forms as applicable.
