Salary : $63,276.98 AnnuallyLocation : Longview, TXJob Type: Full-TimeJob Number: 2024-378Department: ParksDivision: Parks & RecreationOpening Date: 09/02/2025 Description Plans, coordinates, and manages the operations and activities of the City's Parks Operations and Maintenance Division to include: park system operations & maintenance, right-of-way operations & maintenance, municipal cemetery operations and maintenance, municipal property operations & maintenance, and support of Community and Recreation Programming. Examples of Duties Oversees the day-to-day activities of the Operations and Maintenance Division (facility operation, parks/grounds maintenance, project management, and contract administration). Directs and ensures the proper maintenance and repair of the City's parks, grounds, rights-of-way, athletic complexes, and/or other assigned grounds. Monitors and ensures the City's compliance with applicable regulatory requirements governing the maintenance of public facilities, parks, and grounds as well as the provision of regulated facilities such as swimming pools. Leads and/or participates in the development, implementation, and administration of divisional policies and procedures; establishes goals, objectives, and priorities for areas of responsibility. Develops and administers the Division's budget; monitors and authorizes expenditures. Hires, trains, supervises, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with divisional policies, procedures, and regulatory requirements. Develops and administers the City's Maintenance Management System; receives, processes, and prioritizes various types of maintenance requests. Plans, coordinates, manages, and oversees the implementation of municipal maintenance and/or new construction projects for area of responsibility. Responds to a variety of parks operations and maintenance inquiries and requests; facilitates the timely and effective resolution of public complaints regarding division operations and/or services. Prepares project schedules and timelines; estimates labor, equipment, and material costs. Hires, trains, supervises, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with divisional policies, procedures, and regulatory requirements. Coordinates with other City departments, outside agencies, and contractors regarding maintenance and construction project activities. Negotiates and administers various types of contracts and service agreements including interagency service agreements; monitors the quality/progress of work performed by contractors. Attends and/or facilitates staff, City Council, committee, board, commission, athletic association, community organization, or other types of professional meetings including the Parks & Recreation Advisory Board and the PALS Foundation. Prepares, reviews, and approves divisional correspondence, reports, requisitions, payroll, and personnel information. Performs other related duties as assigned or required. Minimum Requirements Associate's Degree in Parks & Recreation Administration, Public Administration, Facility Management or related field. Vocational certification in Electrical, Plumbing, HVAC, or related trades. Five years experience managing government facilities. Applicable specialized training related to the primary mission of the position would substitute for a portion of the educational requirement. Must possess a valid Texas Driver's License. Certified Playground Safety Inspector within one year of employment. National Incident Management System (NIMS) ICS certifications within one year of employment. Physical Demands/Work Environment Work is performed in a standard office environment and in and around municipal facilities, parks, grounds, recreation facilities and project sites. Subject to standing for extended periods of time, sitting, walking, bending, reaching, climbing and maneuvering around on rooftops, and lifting of objects up to 35 pounds.
