This position administers all the financial activities of the agency. Provides vision, leadership, and strategic direction by planning, directing and coordinating the financial functions supporting the department's service programs. Directs the development of the agency's Legislative Appropriations Request (LAR) and Operating Budget and manages the agency's finances. Develops financial strategies and proposals to secure funding for agency program and services. Presents the LAR and testifies before Texas House and Senate committees on agency financial matters. Develops and implements the agency's financial strategic plan ensuring financial goals and objectives are consistent with the department's strategic plan; development and implementation of financial policy development; performance monitoring; executive level reporting; and direct supervision of financial staff.. Presents financial updates to the agency Governing Board. Meets with elected officials and other agency representatives on financial matters. Analyzes legislation, determines fiscal impact, and develops and documents fiscal notes. Establishes short-term and long-term financial planning. Advises the TCCO Executive Director and Governing Board on financial matters. Essential Job Functions: Directs the financial activities for TCCO which is responsible for the long-term, comprehensive, and offense-specific supervision and treatment of civilly committed sex offenders. Provides financial direction and support to implement legislatively mandated program changes. Directs agency financial operations to ensure compliance with agency/state/federal policies and procedures. Directs the agency's finances, ensuring the integrity of the financial operations and adequate internal controls to safeguard financial assets. Directs/prepares special financial studies and analyses of problems and recommends solutions. Oversees and directs complex financial transactions, develops long-term and short-term strategies that will maximize the use of appropriated funds. Approves purchases requisitions, purchase order adjustments and emergency purchases; approves all agency budget transactions including allocations, transfers and adjustments; approves all payment of vendor invoices for goods and services; approves the collection and processing of agency revenue; develops the agency's chart-of-accounts structure and approves the coding of agency financial transactions; develops/implements/monitors financial business processes and procedures; approves financial policies and procedures; approves financial and grant reports; develops financial requirements for agency procurements and contracts. Directs, performs and supervises complex agency budget preparation and analysis work that includes the examination, review, and analysis of agency operating budgets; the compilation of statistics and reports relating to budgetary activities to present at board or legislative meetings; continuously provides of technical advice and assistance to agency management and staff on budgetary and fiscal matters that relate to all agency expenditures, including contracts. Monitors agency revenues, expenditures, encumbrances, and un-obligated balances to ensure that expenses are within budget and implements corrective actions as necessary. Prepares the agency Legislative Appropriation Report (LAR), (which is a part of the Texas Strategic Planning and Budgeting system, is a comprehensive financial planning and budgeting document that allocates resources at the goal, objective and strategy level, utilizing the agency's approved strategic planning and budgeting structure. The LAR is prepared and submitted to the Legislature and the Governor's Office each biennium to request funding for agency programs and services. The LAR defines the agency and allocates its financial and human resources to the programs and services it provides. It includes a summarization at a strategic level, but also provides detail quantitative information such as performance, cost, and methods of financing for all agency programs and services. Each agency strategy/program must be shown at a budgeted detail level that includes salaries, professional services, travel, supplies, rent, other operating costs, etc. It must also show the detail financing such as general revenue, federal funds, fees, appropriated receipts, interagency contracts, etc. Strategies also include their performance measure component, which are the outputs or outcomes of the financial and programmatic activity. The end result is that the LAR discloses how funds are spent, what types of funds are spent, and how many people are served with the funds.) Coordinates activities with other CFOs at HHSC, the Legislative Budget Board, and the Governor's Office of Budget and Planning on behalf of the Agency. Provides all budget testimony to legislative committees, business meetings, conferences, boards and other agencies. Continuously reviews guidelines, procedures, laws and rules.
