Work Shifts 9:00 A.M - 5:00 P.M Duties & Responsibilities Purpose of Position: Under the direction of the Vice President for Corporate Affairs, formulates and develops policies and plans, directs, supervises and coordinates system-wide manpower development and training programs to meet the manpower requirements of the Health and Hospitals Corporation, with emphasis on the planning and development of career employment opportunities. Examples of Typical Tasks: 1. Develops and directs studies to determine long- and short-range manpower requirements and potential shortage areas. 2. Participates in the planning and development of manpower development programs and advises on manpower requirements and availability. 3. Develops and directs ongoing studies for restructuring, particularly in shortage areas, in order to define subprofessional entrance level employment opportunities. 4. Develops career ladder training and educational programs in cooperation with training agencies, community colleges and high schools to provide training and educational curricula designed to maximize advancement opportunities through such career ladders. 5. Develops counseling and other assistance facilities for participants in career development programs. 6. Coordinates job opportunity and career development activities of the Health and Hospitals Corporation with the various anti-poverty programs of the Human Resources Administration and other governmental and private agencies. 7. Determines funding requirements for job opportunity and career programs and prepares requests to Federal, State or other agencies to secure such funds. Advises and assists in the formulation of legislation for funding job opportunity and career programs. 8. Develops training programs for personnel officers and other appropriate Health and Hospitals Corporation officials. 9. Develops, reviews and evaluates training programs and recommends priorities in allocation of available training funds and facilities. 10.Directs informational activities relating to training, job opportunity and career programs within the Health and Hospitals Corporation in order to assist personnel recruitment activities. Minimum Qualifications 1. A Baccalaureate Degree from an accredited college or university in Education, Public Health, Psychology, Personnel Administration, Management or Public Administration or a related approved discipline; and, 2. Eight (8) years of progressively responsible experience in planning and manpower development and training programs, medical or public health administration or other fields related to training, development and manpower analysis, of which at least three (3) years have been in a managerial, supervisory or administrative capacity related to the organization, formulation, development and implementation of such plans and programs; or, 3. A Masters Degree from an accredited college or university in Education, Management, Social Work, Medical Administration, Psychology, Personnel Administration, Public Administration or a related approved field, with seven (7) years of experience as described in item #2 and two (2) years in a managerial, supervisory or administrative capacity; and, 4. Extensive knowledge of the principles of training and manpower development programs and ability to analyze and determine the needs of the Corporation; or, 5. A satisfactory combination of training, education and experience indicating the ability to perform satisfactorily.
