By joining our Office of Civil Rights & Small Business Development as a Program Investigator II in FranklinCounty, you'll have the opportunity to conduct impartial Equal Employment Opportunity (EEO) investigations andserve as the primary contact for Title VI compliance across KYTC programs and activities. This positioninvolves sensitive and often complex work that requires discretion and sound judgement. Summary of Responsibilities:
- Conduct thorough, impartial investigations of EEO complaints, including intake, interviews, evidencegathering, analysis, and report writing.
- Handle cases involving sensitive allegations of discrimination, harassment, and retaliation withconfidentiality and professionalism.
- Serve as KYTC's Title VI compliance analyst, overseeing compliance reviews, audits, and on-site visits.
- Monitor subrecipients for adherence to Title VI and related nondiscrimination laws and recommend correctionaction.
- Prepare clear, well-documented investigative reports and compliance review findings.
- Provide training and technical assistance to KYTC staff and external partners on EEO and Title VI matters.
- Assist the Bridging Opportunities Training Program coordinator as needed
Ideal Candidate will have experience in:
- Conducting impartial EEO or workplace investigations, including handling sensitive allegations withdiscretion.
- Demonstrated skill in interviewing, evidence analysis, and investigative writing.
- Applying and interpreting federal and state nondiscrimination laws including Title VI, Title VII, and theAmericans with Disabilities Act (ADA).
- Managing complex work and cases while meeting timelines.
- Gathering, evaluating, and documenting evidence from multiple sources.
- Preparing clear and thorough investigative reports.
- Coordinating compliance reviews, desk audits, and on-site monitoring visits.
- Delivering training and technical assistance to diverse audiences.

EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Must have two years of experience in the field of investigation, administrative, business, or social work/eligibility experience.
Substitute EDUCATION for EXPERIENCE:Graduate study in the above fields will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION:Experience in one of the above fields will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.
