Plan, direct, and coordinate janitorial maintenance programs and activities for SEPTA facilities, equipment, and
manpower in providing safe, dependable and efficient transportation services. Dozens of Properties & over 1,000
vehicles will fall under this scope.
Directs and coordinates the Custodial Services activities at dozens of SEPTA maintenance locations, buildings,
properties and oversite of third-party contractor partners to achieve optimum use of such buildings, vehicles and
manpower. Providing safe and clean services to our external & internal customers while adhering to the annual
Custodial Services budget, timeline and constraints. This role is accountable for over 400 MC's, MCD's and
managerial staff at all SEPTA locations.
This role is a senior position that reports into the Deputy Chief Operations Officer and is accountable for all
custodial services exterior and interior cleaning for bus, rail, trolley, train, facilities and stations. The position is
responsible for leading and organizing, labor budgets, and leading janitorial maintenance, that ensure a healthy
place for SEPTA customer to sit and feel comfortable. Directs, leads and coordinates all activities related to the
janitorial services. All the work products must coordinate closely with the associated directors that lead the
maintenance shop areas in bus, rail, trolley, train, facilities and stations.
SPECIFIC RESPONSIBILITIES
Properties & Vehicles
1. Develops, implements and enforces standards for the cleanliness and general maintenance of buildings and all
revenue vehicles
2. Develops if needed and/or ensures that standard operating procedures are carried out within the area of work
which is aligned with all Custodial Services initiatives Authority wide.
3. Ensure that customer complaints related to the area of work are addressed in accordance with Authority
policies.
4. Directs and oversees all labor relations and human resource related activities for Custodial Operations
including grievances, arbitrations, new hires, terminations, and payroll. Participates in grievances as required.
5. Support QA/QC initiative program to ensure the effectiveness of maintenance.
6. Uses knowledge of Maintenance Buildings, Stations & Vehicle Equipment to develop goals, rules, schedules,
and programs designed to improve the safety, quality, cleanliness, productivity, and efficiency of Custodial
Operations.
7. Develops key metrics / KPI's to determine efficacy of the Custodial initiatives and programs. Modifies according
to the results.
8. Determines adequacy of manpower and employee training to ensure the excellent presentation of various
Buildings, Stations, and vehicles.
9. Prepares data for development of custodial budget. Monitor and control budget expenditures.
10. Interprets Authority policy and administrative directives and establish maintenance rules and procedures to
implement them.

11. Responsible for fulfilling the Authority's mission statement of safety, service and continuous improvement by
providing high quality transit service and for exceeding service goals.
12. Ensures compliance with all pertinent ADA regulations and rules and stay abreast of all regulatory and rule
changes.
13. Monitors daily activities and the performance of various custodial activities.
14. Provide leadership and direction to subordinates to correct and improve problem areas and meet established
goals.
15. Ensures all resources (parts, labor, training, special tools) are available to run an effective custodial service.
16. Complies with all Authority and departmental safety and security policies and procedures as well as all
applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting
operations, the public, self-and/or other employees. Responsible for personal safety and is expected to
promote the safety of others.
17. Audits all programs, Manage inspections, employee safety qualifications, and payroll.
18. Develops and administers a system of training programs for new and existing employees.
19. Investigates and recommends new methods, materials and equipment to improve the quality or efficiency of
cleaning or general maintenance.
20. Reviews designs for new or rehabilitated facility finishes for ease of maintenance and durability.
21. Evaluates the performance of outside contractors.
22. Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
Properties & Vehicles
Bachelor's degree in business or engineering, and fifteen (15) years of relevant Custodial & Facilities
Management experience required which must include a minimum of five (5) years' experience with supervision
of staff.
An equivalent combination of education and experience (i.e., two (2) years of relevant experience equating to
one (1) year post high school education) may be considered in lieu of the above requirements; however,
candidate must have a minimum of five years supervisory/management experience.
Minimum of five (5) years contract management experience required.
Knowledge of Labor Agreements and work rules required.
Excellent computer skills. Must be proficient in MS office 365 software.
Excellent verbal and written communication skills required.
Valid Driver's License required.
Must become CTD/STD & RRD Roadway Worker certified within 6 months after hire.
Experience with VERITAS, VMIS, CAPES, CONTROL-D, and Success Factors functions or related systems
preferred.
QPE qualified preferred.
NORAC knowledge is preferred
Compensation:
$100-130K
Exact compensation may vary based on several factors, including skills, experience, and education.
