Location: Binghamton, NYType of Employment: ContractID# 6391Role & Responsibilities:Position OverviewThe Field Construction Manager Assistant (FCMA) supports the Field Construction Manager (FCM), Project Manager, and Construction Manager in overseeing site-based construction activities. This includes civil, structural, and electromechanical scopes within substations and transmission/distribution systems. The FCMA ensures project alignment with safety, quality, schedule, and cost objectives while actively facilitating communication across field and project teams.Key ResponsibilitiesConstruction Oversight
  • Support daily construction coordination and logistical planning.
  • Maintain accurate as-built drawings, logs, and project documentation.
  • Perform material inspections and coordinate deliveries between contractors and stockroom.
  • Participate in weekly progress meetings and assist with contractor schedule tracking.
  • Observe daily contractor performance and ensure M&PT compliance in public ROWs.
  • Assist with change order and RFI documentation, ensuring proper logging and validation.
  • Support final project documentation and closeout efforts.
Safety Compliance
  • Assist with Health and Safety Plan (HASP) reviews.
  • Conduct safety briefings and site inspections; record findings and recommend corrective actions.
  • Document and report safety incidents, near misses, or non-compliance.
  • Ensure proper onboarding of visitors and workers including checklists and escorts.
  • Collaborate with contractors on safety violation resolutions and follow-ups.
Environmental Oversight
  • Enforce the Environmental Management Plan and track compliance.
  • Provide environmental briefings and daily inspection reports.
  • Coordinate with regulators (e.g., NYSDEC, DEP, EPA) and document third-party inspections.
  • Submit incident reports and initiate CAR/PAR recommendations as needed.
Quality Assurance
  • Monitor contractor adherence to Inspection Test Plans (ITPs).
  • Track drawing revisions, field redlines, and IFC compliance.
  • Validate equipment testing, material receipts, and permit closeout.
  • Support ProjectWise uploads and quality control document retention.
  • Conduct and document QA/QC inspections and energization readiness checks.
  • Perform weekly quality audits and material reconciliation at project close.
Qualifications / Requirements:Education & Experience
  • Required: BS/BA in Engineering or related field; or 5+ years of field experience in:
    • Construction & maintenance of electrical systems
    • Relay protection and control systems
    • Start-up/commissioning of electrical equipment
    • Field troubleshooting and SCADA integration
    • Arc Flash safety training
Technical Skills
  • Familiarity with SAP, ProjectWise, and Microsoft Office Suite
  • Understanding of substation construction, transmission/distribution systems
  • Knowledge of environmental and safety compliance standards
