Work Shifts 9:00 A.M - 5:00 P.M Duties & Responsibilities Purpose of Position: This class of positions encompasses professional work of varying degrees of difficulty in the execution of various capital projects. All personnel perform related work. Under general supervision, with wide latitude for independent judgment and decision making, coordinates and expedites the development of capital projects from the onset of functional programming to completion and opening of the facility. Facilitates the progress of supporting capital funds programs and prepares and monitors time schedules governing the implementation of planning, design, and construction of projects to ensure that project is completed within time frames as established by control schedules and within approved cost limitations. Examples of Typical Tasks: At a higher level, performs the duties of Assignment Level I: 1. Maintains a management information system to provide data for the planning and control of project development. 2. Establishes project time and cost schedules. 3. Determines and coordinates the activities required between the persons, agencies, and departments responsible for project completion. 4. Reviews all schedules, reports, and orders prepared by consultants, contractors, and agencies to assure conformance with project completion dates. 5. Checks work performance and prepares management reports which stress significant problems. 6. Resolves problems that arise in meeting schedules and costs. 7. Meets with city agencies, contractors, and citizen groups. 8. Assists networks/facilities in developing scope of project; draws upon technical resources of facility to develop conceptual estimates and schedules. 9. Assists in overseeing the consultant selection and contracting process, and manages these contracts, or retains in-house design and construction management staff. 10. In collaboration with the network/facility, conducts a post-occupancy evaluation of facilities. 11. In the temporary absence of immediate supervisor, may assume the duties of that position. In addition to performing the duties of Assignment Level I at a higher level, as described above, also performs the following typical tasks: 1. Prepares project implementation schedules with consideration given to scope of project, urgency, availability of resources and other factors relevant to the determination of time tables for each assigned facility. 2. Studies work progress, reviews schedules and monitors progress of all groups. 3. Evaluates cost, project budget, prepares cost statements and analyses and makes appropriate recommendations. 4. Monitors equipment procurement, delivery, and installations on all projects involving capital fund expenditures. 5. Schedules and attends coordination meetings and conferences with all representatives as appropriate, of corporate management, City or state-wide regulating agencies, the project team, and consulting architects or engineers involved in the project and/or program. 6. Trains staff personnel, supervises, evaluates performances, and makes recommendations to implement corporate personnel practices. Minimum Qualifications 1. A baccalaureate degree from an accredited college or university in engineering, architecture, construction management or in an approved related program; and 2. Five years of responsible capital program implementation-related experience, including at least two years in administration, management, or expediting substantial phases of capital projects; and 3. Ability to handle complex, allied, technical and commercial problems related to various project management functions with independent judgment, tact, and initiative. 4. Related experience may be substituted on a basis of two years of experience to one year of education. 5. Graduate education may be substituted for up to one year of experience.
