CalOptima Health is seeking a highly motivated Director, Information Technology (Clinical) (Director III) to join our team. The Director III will be responsible for the IT strategy and execution for Utilization Management, Care Management, EMR, and other clinical applications. This role involves working closely with clinical and business leadership to find solutions and deliver the necessary technology to support existing and new applications. The incumbent will manage third-party and internal IT resources to implement new systems and enhancements, ensuring ongoing support. As part of the leadership team, the Director will contribute to developing and executing the organizational technology strategy, aligning it with business goals, and ensuring delivery of capabilities for business success. The ideal candidate will have extensive health plan clinical IT experience, strong leadership and project management skills, vendor management expertise, financial acumen, and a service-oriented approach to IT.

Position Information :

• Department : IT - Applications Management
• Salary Grade : 322 - $192,386 - $307,817 ($92.49 - $147.99)
• Work Arrangement : Partial Telework
• This position is eligible for telework in California.

Duties & Responsibilities :

Promote a culture of high performance focused on customer service, dignity, and accountability. Lead the team in fulfilling department responsibilities, support strategic goals, develop IT strategies and roadmaps, and ensure alignment with organizational objectives. Collaborate with leadership on project prioritization, manage budgets, foster innovation, and stay updated on emerging technologies.

Provide strategic direction for system design, development, and operation. Develop an integrated architecture, ensure service delivery aligns with business outcomes, monitor KPIs, and manage vendor relationships. Stay informed on new technologies and recommend their integration to meet business needs.

Complete additional projects and duties as assigned.

Minimum Qualifications :

• Bachelor's degree in computer science, information systems, or related field plus 7 years of IT leadership experience; equivalent education and experience may be considered.
• 7 years of experience in IT leadership roles within multiple health plans.
• 7 years of experience influencing clinical business management and stakeholders.
• Experience supporting Utilization Management, Care Management, EMR, and clinical tools.
• Leadership in IT transformational initiatives.
• Managing staff of 20+.
• Managing large-scale consulting or contracting engagements.
• Operational and project budget management experience.
• Knowledge of technology implications in delegated provider models.
• Experience implementing Utilization and Care Management vendor systems, integrations, and analytics.
• Understanding of the vendor marketplace and vendor comparison skills.
• Ability to craft detailed business cases with cost estimates and benefits.

Preferred Qualifications :

• Experience leading ZeOmega's Jiva (Utilization Management and Care Management).
• Clinical credentials preferred.
