Title: IT Systems Analyst Location: New York, NY Duration: 3+ Years Job Description: The Project Management Office specializes in developing multiple large scale, workflow software applications that improve the efficiency and efficacy of the business teams that perform operations such as permitting, inspections, roadway repair, bridge maintenance and street sign management. Some examples of projects that the IT PMO has recently initiated are: an application that allows restaurants to apply for the new outdoor dining license program, and allows DOT staff to review, approve, and deny the outdoor dining license requests; an application that allows the roadway repair team to track the bike lane installation and resurfacing work they do; an application to track the work required to perform installation of pavement markings, and renewal of pavement markings that are fading; a workflow and asset management system used to manage the installation and replacement of signs on the streets of clients, and to document the current and historical inventory of signs by location; and a workflow system that is used to manage the preventative and unplanned bridge and infrastructure maintenance. The selected Senior IT Business Analyst will assist the IT PMO with implementing projects similar to the applications previously mentioned above. Services Desired: DOT seeks an experienced consultant that can: • Identify functional and non-functional requirements for information technology projects and programs using industry standard analysis techniques such as data flow modeling, workflow analysis, and functional decomposition analysis. • Prepare, review and update requirements, specifications, business processes and recommendations for proposed solutions using standard templates. • Work closely with other business analysts, quality assurance specialists, DOT operational staff and subject matter experts to define, test, and implement functional requirements. • Solicit requirements through interviews, workshops, surveys, and/or existing systems documentation or procedures. • Identify and document existing system deficiencies. • Have considerable knowledge of existing information processing systems and emerging technology trends to match them with DOT's current and future business needs. • Participate in meetings with both technology and business teams to facilitate the understanding, clarification, and implementation of requirements. • Create/revise/own analysis artifacts and deliverables such as requirements traceability matrix, user permission matrix, process maps, business requirements, business rules, user stories, user workflows, use cases, and acceptance test cases. • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into detail, abstract up from low-level information to a general understanding, and distinguish client requests from the underlying true needs. • Understand client organization's direction, structure, business issues and data challenges. • Define and/or contribute to roll-out strategies. • Be the liaison between business units, technology teams and support teams. • Manage client expectations effectively. • Communicate effectively with clients to identify needs and evaluate alternative business solutions with project management. • Continually seek opportunities to increase customer satisfaction and deepen client relationships. • Create and maintain strategic partnership between business needs and technology delivery. • Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs. • Assist in the facilitation of team and client meetings. • Understand how to communicate difficult/sensitive information tactfully. • Promote active listening with team members. • Contribute appropriately to conversations. • Prepare written business correspondence that is coherent, effective, professional, and engaging. • Possess understanding in the areas of application programming, database, and system design. • Understand technical design specifications. • Understand Internet, Intranet, Extranet and client/server architectures. • Understand how legacy and web-based systems interface with each other. • Define and set standards/templates for acceptance test cases, acceptance testing and test matrices. • Define acceptance test conditions and develop accurate/complete test plans. • Ensure issues are identified, tracked, reported on and resolved in a timely manner. • Conduct acceptance testing efforts according to plan. • Work independently with clients to define concepts and under direction of the Business Relationship Manager and project managers. • Understand the necessity of project standards and apply them consistently. • Understand how various issues affect each other and the outcome of projects. • Develop internal and external meeting objectives and agendas. • Prioritize multiple tasks effectively. • Demonstrate the ability to cooperate with a variety of people and achieve results. • Proactively initiate, develop, and maintain effective working relationships with team members. • Work with client personnel to identify required changes. • Communicate needed changes to development team. Minimum Requirements/Additional Provisions: MANDATORY SKILLS/EXPERIENCE: Note: candidates who do not have mandatory skills will not be considered. Minimum of 8 years' experience with writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid-range, personal computers, laptop; available to assist and/or lead in the design of program specifications and the implementation of software solutions. Preferred Skills/Experience for Consultant Candidates: • BA/BS Degree or equivalent, in a technology related field or other degree preferred. • 8+ years of experience in specifying, analyzing, and documenting requirements for mission critical business applications in a web/client-server environment. • Subject matter expertise of geographic information systems, and experience with ArcGIS. • Ability to write and execute SQL queries, preference is to also know how to query geospatial data sets. • Competent at performing data analysis on large sets of data. • Advanced Microsoft Visio skills • Basic knowledge of UX principles and ability to prototype user interfaces using rudimentary tools (Figma, JustInMind, MS Paint, MS Visio). • Familiarity with Azure DevOps as a lifecycle management tool. • Excellent verbal and written communication skills. • Able to collaborate with a diverse group of executives, managers, and subject matter experts. • Certified Business Analysis Professional and/or SAFe certification(s) • Strong analytical, decision-making, and problem-solving skills to interpret customer business needs and translate them into application requirements. • Strong facilitation skills and proven experience at driving consensus across multiple stakeholders. • Effective presentation skills. • Process-driven analysis skills and a background in various requirements elicitation methods. • Adept to Agile, Waterfall and RUP software development life cycle processes. • Ability to work on multiple projects as a contributor. • Ability to accurately estimate level or effort needed to make delivery commitments. • Utilize application development environments, tools, and methodologies across multiple platforms. • Advanced working knowledge of Microsoft Office Applications.
