Oversees vehicle acquisition, registration, and lifecycle tracking while ensuring full compliance with applicable state and federal regulations, including those set by the Department of General Services (DGS) and the Department of Environmental Quality (DEQ). Maintains accurate records of vehicle inventory, service history, fuel usage, and repairs. Administers the fuel card program (e.g., Voyager and Fuelnet Gas Fog), monitors fuels consumption, prepares compliance reports, and investigates any discrepancies or potential misuse. Oversees the university's daily transit and shuttle services, ensuring safe, reliable, and timely transportation for both on- and off-campus students. Coordinates route planning, driver scheduling, fueling, and maintenance to support consistent service delivery. Manages third-party transportation contracts and vendor relationships to ensure performance standards are met. Ensures compliance with ADA requirements and promotes a strong customer service experience. Collaborates with departments, including Student Affairs, to address student transportation needs and special events. Maintains accurate and timely reporting on ridership, vehicle availability, and service metrics to support program planning and operational improvements. Supervises transportation and fleet personnel, including state and temporary drivers, mechanics, dispatchers, and support staff. Oversees recruitment, scheduling, training, and performance evaluations in accordance with Commonwealth of Virginia HR policies. Ensures staff compliance with safety protocols, service expectations, and training requirements. Develops and promotes a culture of safety, accountability, and customer-focused service. Manages vendor relationships related to parts, fueling, maintenance, and service contracts to support operational efficiency. Prepares and submits all required weekly, monthly, quarterly, and annual reports to regulatory agencies including the Department of General Services, Department of Environmental Quality, and Department of Motor Vehicles, as well as internal university stakeholders. Maintains detailed records of all university-owned vehicles from acquisition to disposal, including maintenance history, fuel consumption, mileage, repair costs, and usage logs. Oversees the control and assignment of vehicle keys, and fuel credit cards. Confirms mileage for reimbursement requests and ensures data accuracy. Develops and manages operational budgets for fleet and transit services; prepares monthly journal entries for charge back. Minimum Qualifications Knowledge, Skills, and Abilities and/or Competencies required to successfully perform the work: Ability to understand and follow written and verbal instructions accurately. Physically able to meet the demands of the role, including driving, prolonged standing or walking, and lifting 35 to 50 pounds. Proficient in the use of personal computers, automated systems, and fleet management software. Effective interpersonal and communication skills, with the ability to interact professionally with students, parents, faculty, and staff. Thorough knowledge of fleet and transportation operations, safety standards, preventive maintenance, and regulatory compliance requirements. Demonstrated ability to lead teams, manage complex operational schedules, and coordinate logistics across multiple departments. Strong customer service orientation with a commitment to responsiveness, service quality, and continuous improvement. Skilled in data analysis, report preparation, and budget management to support operational decision-making. Proficient in Microsoft Office Suite( Word, Excel, Outlook, PowerPoint ) and capable of using digital tools for scheduling, tracking, and reporting Additional Considerations Associate's or Bachelor's degree in Transportation Management, Business Administration, Facilities Management, or related field.
