Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records. Position Summary: NYeC is seeking a Manager, Data Services and Analytics with deep expertise in methodological development to address a range of business needs - from healthcare metrics and Health Information Exchange (HIE) measurement to public health applications. This role plays a critical part in tackling New York's most pressing healthcare challenges by leveraging HIE data and advanced analytics to support public health initiatives, reduce health inequities, and strengthen NYeC's analytics capabilities. The Manager, Data Services will lead and support data science and statistical projects across diverse business areas, including HIE value analyses, performance reporting, financial modeling, and technology monitoring and optimization. This position will support the development of analyses based on business requirements, effectively communicate findings and limitations, and collaborate closely with stakeholders across NYeC and its regional subcontractors (Qualified Entities - QEs) located throughout New York State. This role can be operated out of our Albany, NY or Manhattan, NY office on a hybrid schedule.Responsibilities include:
- Design and develop complex and innovative analyses related to Health Information Exchange (HIE) services, including performance-based contracting and healthcare value analysis, for use by internal teams and external stakeholders.
- Design, implement, maintain, and enhance data workflows, quality assurance protocols, analytical processes, and reporting products (e.g., dashboards, visualizations) to support evolving business needs.
- Lead methodological development, data scrubbing, validation, and computation using advanced data science tools such as machine learning, multiple regression, multiple imputation, natural language processing, geospatial, and temporal modeling.
- Develop database and statistical programming in multiple languages and software (e.g., Python, R, Salesforce, SAS, SQL, Tableau, Snowflake) to manage large and complex datasets (e.g., master patient indexes, SPARCS, healthcare claims).
- Design, implement, maintain, and enhance data workflows, ETL/ELT pipelines, and cloud-based data integrations (e.g., Snowflake, AWS Glue, Airflow, Lambda) to ensure efficient, scalable, and secure data processing.
- Assist in the development and preparation of reports to monitor and evaluate performance measures, trends, and quality improvement initiatives.
- Manage and deliver high-quality data service products to Leadership and other stakeholders, ensuring accuracy, timeliness, and alignment with organizational objectives.
- Create and maintain detailed documentation of specifications, design, and implementation for analytics solutions, particularly those supporting efficient data acquisition, aggregation, and analysis.
- Evaluate statistical methods and procedures to ensure validity, applicability, efficiency, and accuracy of analyses.
- Oversee and contribute to the development and maintenance of the SHIN-NY Data Lake, collaborating with internal and external stakeholders to align on product milestones, use cases, and reporting needs.
- Mentor junior team members, provide technical guidance, and foster collaboration across data analytics, engineering, and business teams.
- Continuously identify opportunities to automate processes, improve performance, and enhance data quality standards.

Experience and Skills:
- Bachelor's degree in STEM or related field required; Master's preferred.
- At least 6 years of related work experience in data analytics or health informatics within the healthcare industry or a medical environment; strong knowledge of and experience with Health Information Exchange (HIE) data and interoperability standards (HL7, CDA, FHIR, PIXV3) strongly preferred.
- 6+ years of experience with reporting mechanisms, data mining & scrubbing techniques, statistical methodologies, relational databases, and programming languages (e.g., R, SAS, SQL, Python, Salient) as well as quality assurance processes.
- Hands-on experience with Snowflake (data modeling, query optimization, schema design, performance tuning) and other cloud-based data warehouse solutions.
- Proficiency with data visualization tools such as Tableau, ggplot, or similar, with proven ability to present results to both technical and non-technical audiences.
- Familiarity with Clinical Quality reporting, Medicare and Medicaid claims data, ICD coding, CDA standards, web scraping, EHR/EMR systems, and healthcare policy issues related to public health, healthcare delivery systems, and other healthcare-related datasets.
- Experience working with cloud platforms (AWS or Azure), including cost optimization strategies for large-scale data processing.
- Demonstrated understanding of business intelligence, data analytics, data warehousing, and informatics, including healthcare-specific terminology and concepts.
- Strong planning and organizational skills with exceptional attention to detail and adherence to standards and procedures.
- Proven project/program management skills with the ability to manage multiple complex projects and meet tight deadlines.
- Advanced skills with MS Excel and other standard office applications.
- CRM database experience (Salesforce administration and reporting) is a plus.
- Demonstrated commitment to continuing education through coursework or other study in areas such as data structures, accelerated computer science, and/or machine learning.
Expectations of Employees:
- Employees work a hybrid in-office schedule (at either our Manhattan, NY or Albany, NY office and then remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the CCOO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.
- NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.
We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is expected to be $90,000 to $110,000. The annual base salary range for this role for a Manhattan, NY based candidate is expected to be $115,000 to $135,000.
