Title: Assistant Secretary for Labor and Workforce

Location: Albany, NY or New York, NY

Salary: $165,000 - $175,000

The New York State Executive Chamber seeks a highly motivated individual to serve as Assistant Secretary for Labor and Workforce. The Assistant Secretary manages a fast-paced portfolio of initiatives and agencies implementing programs to improve the wellbeing and economic mobility of workers in New York State.

The Assistant Secretary will develop, manage, and monitor policies, programs, and legislation that affect labor relations, workers' rights, wages and benefits, workforce development and other matters. They will, on behalf of the Governor, help to oversee and direct a portfolio of agencies that may include the New York State Department of Labor, Workers' Compensation Board, Industrial Board of Appeals, and Unemployment Insurance Appeals Board, among others.

The Assistant Secretary will report to the Deputy Secretary for Economic Development and Workforce and will work in close coordination with one or more other Assistant Secretaries and policy advisors on the immediate team, along with senior agency staff across New York State government.

Duties:

  • Reports to the Deputy Secretary for Economic Development and Workforce in all aspects of State agency management, including but not limited to, preparing status briefs, facilitating internal and external meetings, overseeing major priority projects, coordinating new initiatives, structuring policy and strategy conversations, communicating policy proposals, and advancing the Governor's labor and workforce policy objectives.
  • Works with the program area team in the Division of Budget regarding funding programs and initiatives, including participation in budget and legislative negotiations.
  • Develops and maintains relationships with key stakeholders, consulting with non-governmental agencies, organizations and other stakeholder groups within the program area.
  • Prepares position papers, testimony and complex correspondence, conducts special studies and assists in the development, implementation and review of new policy initiatives.
  • Attends meetings, site visits, seminars, conferences and conventions convened within the program area in Albany and around the state.
  • Acts as liaison to senior staff at state agencies within the program area, working collaboratively to strengthen day-to-day operations, support long-term planning, and advance new initiatives.
  • Coordinates closely with the Governor's Washington, D.C. Office on federal issues related to the program area.
  • Consults with the Governor's and agency communications and speechwriting teams to advise on press inquiries, announcements, and events.
  • Reviews and authorizes rulemakings and other regulatory actions within the program area.
  • Prepares and reviews briefing materials, legislative proposals, budget initiatives, speeches and other such materials as may be required.
  • Performs related duties as requested.

Minimum Qualifications: A Bachelor's degree and at least 8 years of full-time, professional experience with a focus on public administration, public policy, labor policy, or related topics. A Master's degree in a related field or Juris Doctor may substitute for one year of this experience.
