HR Operations Director - Senior HR Business Partner

Reporting directly to the Executive Director of Human Resources, the HR Operations Director-Senior HR Business Partner provides strategic leadership and operational expertise to a team of HR Business Partners and oversees HR operations and administration for all Human Resources functions. This position ensures the consistent application of HR policies and procedures while serving as a trusted advisor to senior leaders and managers. With a strong focus on executive HR support, organizational development, workforce planning and change management, the Senior HR Business Partner drives initiatives that enhance organizational effectiveness and promote a high-performance culture. This streamlined role focuses on high-level strategic responsibilities to support a dynamic and effective HR environment.
Key Responsibilities include but not limited to:
Lead, mentor, and develop a team of HR Business Partners, fostering a collaborative and results-driven culture. This involves setting clear goals, providing regular feedback, and supporting professional development initiatives.
Serve as a strategic advisor to senior leaders on organizational design, workforce planning and team development and provide expert advice on performance management.
Provide guidance on collective bargaining agreements, CUNY Bylaws, and other policy considerations to ensure compliance with all applicable employment laws and labor contracts.
Work closely with managers and senior leaders to promote and facilitate organizational change. This involves understanding CUNY's strategic goals and aligning HR initiatives to support these goals.
Offer comprehensive HR support to Executive Compensation Plan (ECP) staff, addressing complex HR matters with a solutions-oriented approach.
Lead ECP recruitment, onboarding and offboarding processes, including drafting job descriptions, Board Resolutions and ensuring seamless integration of new hires and exit of separating staff.
Streamline HR processes, ensuring consistency, efficiency, and alignment with university policies and guidelines.
Oversee employee engagement, onboarding and offboarding processes, fostering a positive employee experience at every stage of the employment lifecycle.
Enhance organizational effectiveness and improve services to staff by streamlining processes and improving service outcomes by utilizing technology and HR best practices, including managing, and improving Central Office website and related HR Communications.
Participate in the implementation of ERP initiative and development of automation solutions.
Monitor personnel actions, analyze internal HR metrics and trends to inform decisions that impact organizational culture, service delivery, and overall HR operations.
Ensure effective management of complex issues and coordination with University Budget, payroll, and HR.
Lead training, special initiatives, projects, committees, or task forces.
Perform related duties as assigned.

Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONS
Minimum:
Bachelor's Degree and eight years' related experience required.
Preferred:
HRCI or SHRM certification
HR generalist or business partner experience performing and consulting on employee lifecycle elements (classification, compensation, recruitment, retention, performance management, training/development) and related processes for employee and labor relations and engagement programs, operations, and services in a unionized public institution
Demonstrated ability to respond to a wide variety of human resources issues
Excellent management, supervisory, team building, and leadership skills
Detail orientation and accuracy with exceptional critical analysis, research, and evaluation skills
Commitment to providing excellent customer service; strong organizational and follow-through skills to develop and execute work plans, prioritize work, manage multiple concurrent assignments, and meet deadlines in a confidential and time-sensitive office
Proactive, flexible, and collaborative work style with strong listening, group facilitation, presentation, and cross-cultural interpersonal skills for effective communications and productive relationships with diverse staff and external stakeholders
Proficiency using PeopleSoft HRIS, web/cloud-based administrative and financial programs or databases, Office 365, and virtual meeting and collaboration tools (MS Teams, Zoom, WebEx)

Ensures the integrity of Human Resources data, systems, records, and files
Independently researches sensitive Human Resources issues and assists executive management in their responses

COMPENSATION AND BENEFITS
The salary range is $122,357 - $141,086 commensurate with commensurate with credentials, education, and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.25% effective 9/1/2025 and 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
