Under limited supervision, the Procurement Manager 1 Solicitations (PM1S) serves as the Buyerspecializing in the development of solicitations with MUSC University stakeholders (colleges anddepartments) for the acquisition of goods, services and/or information technology at the mostadvantageous value within the guidelines of the Consolidated Procurement Code, regulations, andMUSC operating policies and procedures.

Job Description

Job Duties:1. 15% Maintain good working knowledge of various solicitation work applications in the SouthCarolina Enterprise Information System (SCEIS). Assist with providing instruction, training andassistance to other Team members to develop solicitations within SCEIS. Ensures the process related to these procurements is in accordance with the South Carolina Consolidated Procurement Code and Regulations (SCCPCR) and MUSC policies and procedures.2. 30% Utilizing the online eProcurement System, applying knowledge of procurement practices,and conducting market analysis to process routine to moderate and sometimes complexpurchases, through the University's ERP (Workday), while ensuring adherence to state and federalstatutes. Conducting risk assessment to determine the appropriate strategic sourcing method asestablished by the SCCPCR and MUSC policy and procedures.3. 35% The PM1S will work with departments to develop sourcing and solicitation documentsincluding scope of work, instructions to offerors, technical and functional specifications/statementsof work, qualifications, award criteria, terms and conditions, bidding schedules and all necessaryattachments in accordance with rules, regulations and provisions of the South Carolina ConsolidatedProcurement Code in directing and conducting the purchasing process. Through the application ofthe governing regulations, process all assigned formal Solicitations ensuring the proper sourceselection methodology is used.4. 15% Maintain continuous communication with stakeholders, team members and managementto ensure that the sourcing/purchasing process and all other ancillary duties are performed in acompliant, timely and professional manner. PM1S will serve as a consultant to departments andother teams within Procurement by assisting and providing guidance with purchasing methods,strategic sourcing and compliance with the SCCPCR. Through direct interaction with stakeholdersand suppliers, assist in addressing issues related to Contracts and solicitations to include ordering,shipping, invoicing and performance.5. 5% Serve as mentor to the Procurement Specialist I and II positions and other ProcurementManagers across the Procurement Department.

Additional Knowledge, Skills, and Abilities Preferred:A bachelor's degree is preferred and experience in public/governmental procurement and contractmanagement.A strong background in developing and managing various types of solicitations is desired.Preferred this individual possess excellent working knowledge of the South Carolina ConsolidatedProcurement Code & Regulations (SCCPCR)Possess excellent knowledge of public/governmental procurement principles and practices, rules, and regulations.Ability and experience in using the South Carolina Enterprise Information System (SCEIS)

CPPO, CPPB or NIGP‐CPP certification preferredWorking knowledge of utilizing eProcurement systems/technology
