Job Description
- Work with Regional & Company Estimating Manager to complete estimate development.
- Must have experience with the design-build process and assist in design coordination, VE development, and constructability reviews.
- Perform takeoffs on a wide variety of features of work.
- Develop complete project estimates and project-specific resource libraries.
- Collaborate with Capture Managers and Subject Matter Experts to develop project staffing plans and indirect estimates.
- Ensure bid strategy aligns with company mission and capabilities.
- Develop Basis of Estimates (BOE) for various work types.
- Manage a small estimate team consisting of Estimator I's and Estimator II's.
- Maintain document control process and catalog all bid documents, correspondence, assumptions, and quotes.
- Work with Project Teams to ensure practical bidding strategies and participate in project completion debriefs.
- Maintain subcontractor database and develop subcontractor solicitation processes.
- Develop comprehensive quote comparisons and solicit material and equipment pricing.
- Participate in business development & networking activities.
- Track market conditions and incorporate insights into the bidding process.
- Manage bidding schedules to ensure milestones and deadlines are achieved.
- Lead bid reviews with company management.
- Manage Design Teams during design-build pursuits.
- Develop meeting agendas and lead meetings related to the estimating process.
- Travel to attend meetings and site visits throughout the operational area.
- Work with schedulers to ensure accuracy of pre-bid schedules.
- Develop risk identification matrices for mitigation measures and contingency development.
- Must be able to physically attend construction site visits, which may require climbing stairs, ladders, and accessing tight spaces.
Qualifications
- Must pass security clearance to access government installations throughout CONUS and OCONUS.
- Experience with design-build project delivery format is required.
- Experience with preparing estimates based on concept-level bidding documents.
- Experience in developing comprehensive scopes of work from concept-level bidding documents.
- Experience working with subcontractors to capture undefined costs accurately.
- Some experience with estimate team management is required.
- Experience working with Architects and Engineers during estimate development is required.
- Experience with BOE development and LOE estimating is preferred.
- Experience in General Construction and Environmental Remediation work is preferred.
- Experience with Federal Government Contracting is required.
- Experience reviewing project documents is required.
- Experience in developing complete project estimates and project resource libraries.
- Experience with subcontract solicitations and quote comparison processes.
- Excellent interpersonal skills; ability to work effectively with all levels of management, staff, and clients.
- Strong oral and written communication skills.
- High sensitivity regarding confidential client and employee information.
- Ability to advocate and enforce company policies and procedures.
- Ability to work independently and as part of a team, make decisions, and prioritize workload.
- Proficient in computer applications, especially MS Office Suite, with MS Excel experience required.
- Ability to obtain security clearance.
- Ability to estimate a wide variety of self-performed work will be given higher consideration.
- 4 Year Degree in Engineering or Construction Management is preferred.
