We're seeking a strategic and experienced Solid Waste Director to oversee all aspects of our county's solid waste and recycling operations.   • Directs and manages all solid waste operations, including landfill and collection center activities.
  • Oversees procurement of departmental supplies and capital equipment.
  • Administers departmental payroll and ensures accurate processing.
  • Develops and manages markets for recyclable materials; oversees landfill construction projects.
  • Plans and implements facility improvements and infrastructure upgrades.
  • Collaborates with engineers and consultants to guide long-term departmental planning.
  • Reviews and evaluates bids and Requests for Proposals (RFPs).
  • Oversees the collection of sticker fees and daily scale operations.
  • Manages deposits and audits payments for recyclable materials and equipment rentals; coordinates billing and reporting with the Finance Department.
  • Recruits, hires, and supervises departmental staff; assigns duties, evaluates performance, ensures training, and recommends disciplinary actions when necessary.
  • Coordinates with state agencies to ensure compliance with operational permits and regulations; assists with inspections and investigations of illegal dumping.
  • Prepares and submits annual reports and updates the County's Solid Waste Management Plan.
  • Develops and manages the department's annual budget.
  • Assigns projects to staff and ensures timely, accurate completion; plans for future equipment and operational needs.
  • Oversees special waste programs, including household hazardous waste, electronics recycling, scrap tires, and white goods.
  • Works with engineering firms on landfill operations, expansions, environmental monitoring, and regulatory compliance; reports findings to the County Manager and Board of Commissioners.
  • Conducts public landfill tours and delivers presentations on solid waste issues.
  • Plans and manages special projects such as erosion control and site remediation.
  • Serves on the County's Safety Committee and Community Appearance Initiative Committee.
  • Attends relevant training sessions, meetings, and professional development opportunities.
  • Performs other related duties as assigned.
Knowledge, Skills and Abilities:
  • Knowledge of current practices, methods and procedures for collecting sorting and marketing recyclable materials.

  • Knowledge of local, State and Federal regulations relating to landfill operations and related environmental rules and regulations.

  • Ability to review and analyze plans and specifications for the operation, maintenance and construction of facilities.

  • Ability to formulate comprehensive operational policies and procedures.

  • Ability to prepare technical reports.

  • Ability to establish and maintain effective working relationships with State, local and Federal officials, associates, subordinates, contractors and the general public.

Education and Experience:

Minimum Education and Experience:

Bachelor's Degree from an accredited college or university and seven (7) years of related experience, or equivalent combination of education and experience.

Required Licenses or Certifications:

  • Manager of Landfill Operations Certification.

  • Driver's License valid in the State of North Carolina.

Additional Requirements:

Must be able to pass background check and drug screening upon offer of employment.
