Job Description Summary

Under limited supervision, the Procurement Manager 1 Solicitations (PM1S) serves as the Buyer, specializing in developing solicitations with MUSC University stakeholders (colleges and departments) for acquiring goods, services, and information technology at advantageous value, following the guidelines of the Consolidated Procurement Code, regulations, and MUSC policies.

Job Duties
  • Maintain good working knowledge of solicitation applications in the South Carolina Enterprise Information System (SCEIS). Assist with training and developing solicitations within SCEIS, ensuring compliance with SCCPCR and MUSC policies.
  • Utilize the online eProcurement System to conduct market analysis and process routine to complex purchases via Workday, adhering to applicable statutes. Conduct risk assessments for sourcing strategies.
  • Work with departments to develop sourcing and solicitation documents, including scope, specifications, criteria, terms, and attachments, ensuring proper source selection methodology.
  • Maintain communication with stakeholders, team members, and management to ensure compliance, timeliness, and professionalism. Serve as a consultant on purchasing methods, sourcing, and compliance issues.
  • Mentor Procurement Specialist I and II and other procurement staff.
  • Preferred Qualifications

    A bachelor's degree, experience in public/government procurement, and contract management are preferred. Knowledge of SCCPCR, procurement principles, and use of SCEIS is desirable. Certifications like CPPO, CPPB, or NIGP-CPP are preferred.

    Minimum Requirements

    Bachelor's degree with coursework in accounting and five years of experience in professional accounting, auditing, or finance management.

    Physical Requirements

    Ability to perform job functions in various physical positions and conditions, including lifting up to 15 lbs., working indoors and outdoors, and performing repetitive motions. Must have corrected vision and hearing, and be ambidextrous.
