The Department of State (DOS), Division of Consumer Protection (DCP) is seeking a qualified candidate to serve as a Utility Intervention Unit (UIU) Senior Utility Analyst to help represent the interests of residential and small commercial consumers before federal, state, and local agencies engaged in the regulation of energy, steam, water, and telecommunication services. UIU represents the interests of consumers before the New York Public Service Commission (PSC) during utility rate cases and during other policy-related regulatory proceedings. Additionally, the UIU serves as the statewide consumer advocate at the New York Independent System Operator (NYISO), which administers the wholesale energy market.
UIU advocacy goals are to achieve savings for consumers by keeping rates as low as possible, while maintaining safe and reliable service. The regulatory and wholesale energy market processes require UIU to consider all factors, including the positions of other parties, prior to developing its own position(s) to assert the best interests for New York State utility consumers. UIU's primary focus is on rate cases, which often integrate policy goals. The ideal candidate will have strong oral and written communications skills and exceptional analytical skills.
Under the general supervision of the UIU Director, the Sr. Utility Analyst will be responsible as an active participant in utility rate proceedings. Specific duties include, but are not limited to, the following:

Minimum qualifications:
Education: Applicants must have a bachelor's degree from an accredited college or university. Major study in the fields of business, mathematics, finance, economics, accounting or engineering preferred.
*Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Experience: 5 years of relevant experience in the analysis, regulation or management of public or private corporations or operational phases of public utilities. Relevant experience includes planning, preparing, and conducting reviews or audits of utility financial, economic, or engineering records and studies or the equivalent experience in other business sectors; and preparation of clear, concise, and accurate written policy or financial analysis, which includes appropriate supporting references to relevant authorities and/or supporting financial schedules.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
