We are looking for a Modular Systems Contract Administrator for the Contract Administration Unit of the Health Information Office (HIO)!
HIOs Contracts Administration Unit exists to manage and enhance computerized claims processing and information management systems, in order to ensure timely and accurate Medicaid, Child Health Plan Plus (CHP+), and Colorado Department of Human Services, Office of Behavioral Health claims processing and payments in an environment of rapid policy change. It also exists to improve budget forecasting and monitoring capabilities and improve project management of Medicaid programs with an annual budget of over 10 million dollars. The work unit is responsible for researching, verifying and validating the technical functions of the Colorado Medicaid enterprise and subsystems, evaluating project requests, eliciting requirements for Medicaid Management Information System (MMIS) change requests and managing change through the system development lifecycle. The work unit coordinates with internal and external stakeholders, the MMIS vendor, other system vendors and work units, and the Departments UAT, CCM, BIDM, PMO and MIDA work units to deliver high quality, compliant changes to the Medicaid Enterprise System (MES). Additionally, the work unit supports the various State and Federal audits of the Departments systems and programs, resulting in medical claims reimbursement, provider enrollment and medical benefit coverage.
This position can work fully remotely from anywhere in the State of Colorado.

Description of Job:
WHAT YOULL BE DOING AS MODULAR SYSTEMS CONTRACT ADMINISTRATOR:
Staff authority responsible for the Department-wide management of the modular system contracts and provision of direct support to the Contracts and Quality Assurance division.
Provides the details on the contract and a basis for its larger project and program decisions on the information from the contract manager to make decisions impacting HCPF staff.
Manages and is responsible for the day-to-day aspects, communication, and task completion of contracts, requiring the position to make broad decisions on performance standards, market research that directly impacts contract requirements, deliverables, impacts, as well as defining service levels within the contract and methodologies used through the life of a contract.
Validates and processes invoices, prepares and authorizes vendor payments, enforces contract terms and ensures compliance with APDs, CMS regulations and related legislation.
Monitors the contractors progress and performance to ensure goods and services conform to the contract.
Responsible for authorizing payments consistent with the contract terms, exercising remedies where a contractors performance is deficient, resolving disputes in a timely manner, documenting significant events, and maintaining all correspondence between the Department and the contract that specifies an action that the contract should take (e.g., transmittals) and all contract-related documents.
Contract management duties, including supporting Division Directors within the Health Information Office by negotiating terms and conditions in contracts and ensuring compliance with the terms and conditions, as well as documenting and advising any changes or amendments that may arise during its implementation or execution.
Responsible for drafting, negotiating, and finalizing contracts and contract amendments. The position is responsible for negotiating contracts on the Departments needs based on information provided by the Departments business owners and project managers.
Monitors and tracks legislation, budget, and policy changes to ensure that needed requirements are anticipated, coordinated and scheduled to properly administer the assigned contracts.
Oversees the management of a contracts budget and works directly with the Departments budget and accounting work units to ensure appropriations and expenditures related to the contract are comprehensive, clear and accurate.
Responsible for the process of systematically and efficiently managing contract creation, modification, execution, and analysis for the purpose of maximizing financial and operational performance and minimizing risk.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:

Experience Only:
Seven (7) total years of professional experience in Contract Lifecycle Management or a closely related field.
Option 2:
Education and Experience:
Bachelors degree from an accredited institution in Business Administration, Public Administration, Legal Studies, or a related field
AND
Two (2) total years of professional experience in Contract Lifecycle Management or a closely related field.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associates will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
